Small & Medium Industries And Other Sectors

Small and Medium Enterprises (SMEs) are among the most vital sectors contributing to the nation's economic growth. According to statistics released by the Department of Statistics Malaysia, in 2023, a total of 96.9% (1,101,725) of business establishments in Malaysia were classified as SMEs. Of this total, 69.7% were Micro Enterprises, 28.5% Small Enterprises, and 1.8% Medium Enterprises. One of the key responsibilities of SME owners is to implement Occupational Safety and Health (OSH) practices to ensure the safety and well-being of their employees. As part of an ongoing initiative, the Department of Occupational Safety and Health (DOSH) has developed a guidance module to assist SMEs in adopting and implementing effective OSH practices in the workplace.
This report on OSH best practices is a compilation of "Compliance Support" programs, including the “door-to-door” initiative, which focuses on and provides support for the following seven (7) key elements:
- Safety and Health Committee
- Workplace environment
- Occupational Safety and Health Policy
- Ergonomics
- HIRARC
- Development of Safe Work Procedures
- Reporting of Accidents, Dangerous Occurrences, Occupational Poisoning, and Occupational Diseases
Melalui Strategi 6, Pelan Strategik Keselamatan dan Kesihatan Pekerjaan di Sektor Industri Kecil dan Sederhana 2016 – 2020 (IKS 2020), salah satu program khusus yang dirancang adalah untuk meningkatkan bilangan pengamal KKP di sektor IKS. Setiap IKS perlu melantik sekurang-kurangnya seorang pekerja sebagai Penyelaras Keselamatan dan Kesihatan Pekerjaan (Penyelaras KKP) untuk menguruskan hal-ehwal berkaitan KKP. Antara tanggungjawab Penyelaras KKP adalah seperti berikut:
- Advising the employer on measures that should be taken in the interest of workers' safety and health.
- Assisting the employer in conducting workplace inspections.
- Assisting the employer in reporting accidents, dangerous occurrences, occupational poisonings, and occupational diseases that occur at the workplace to the Department of Occupational Safety and Health (DOSH).
- Assisting the employer in implementing risk management at the workplace.
- Carrying out other instructions from the employer related to occupational safety and health at the workplace.
Bagi memenuhi kehendak pasaran terhadap keperluan melantik Penyelaras KKP yang terlatih, pihak Jabatan telah mengiktiraf beberapa pusat pengajar yang berkelayakan bagi tujuan mengendalikan kursus Penyelaras KKP ini. In line with the OSHMP 2025 and the Development Projects under the Twelfth Malaysia Plan (RMKe-12), the Department has introduced a systematic program known as Stepwise OSH Level Verification and Enhancement for Small and Medium Enterprises (SOLVE 4 SME), aimed at improving OSH management standards among SMEs. The SOLVE 4 SME program is developed based on the SOHELP blueprint for SMEs. The program modules will be utilized by the Department of Occupational Safety and Health (DOSH) in implementing compliance support initiatives from 2021 to 2025, targeting 1,000 SMEs and involving 10,000 employers and employees. Through SOLVE 4 SME, it is hoped that compliance with occupational safety and health legislation — namely, the Occupational Safety and Health Act 1994 and its subsidiary regulations — can be significantly improved.
In addition, the implementation of SOLVE 4 SME is expected to enhance the effectiveness of compliance support programs in SMEs, which have previously been observed to be less effective and challenging to implement. The SOLVE 4 SME framework is designed to be high-impact, easy to implement, cost-effective, and applicable across all types of SME industries.
Several types of tax deductions are provided by the government for matters related to occupational safety and health (OSH). Among them are deductions related to the purchase of personal protective equipment (PPE). Industry players may refer to the relevant government agencies for further information.

The development of this e-learning module on the Basic Guidelines for Occupational Safety and Health (OSH) Management at the Workplace is one of the programs under the OSHMP 2025 initiative, aimed at providing fundamental knowledge to employers in Malaysia for complying with the legal requirements of the Occupational Safety and Health Act 1994 (OSHA 1994). This e-learning is suitable for all employers in Malaysia, particularly those from the Small and Medium Enterprise (SME) sector and companies receiving assistance or financial support from relevant government agencies, to enable them to implement OSH management at the workplace from the early stages of their business operations.
