The Department of Administrative Services

Introduction

Provide support services to all department members in aspects of general administrative management, human resource management, financial management, information technology management, human capital development and resource centers efficiently and effectively.

Administration and Finance Section Responsible for administrative and financial management to achieve objectives to improve the excellence of the Department. This section is divided into 4 units, namely:

  • Manage office supplies, assets and stores, office space and mail/document management.
  • Secretariat of the Government Asset Management Committee (JKPAK) and the Government Immovable Asset Management Committee (JKPAK) (Facilities) Meeting at the Department level. 
  • Managing food and beverage orders and attendance reports (eMasa).
  • Manage general administrative affairs, telephone management, vehicles, security control, maintenance, file management and classified documents and building cleanliness.
  • Secretariat of Joint Department Meetings and Secretariat of Department-level Security and Protection Committee Meetings.
  • Manage the Department's counter management and customer service.
  • Helping to implement financial management involves:
    • The budget process for the Department's Management Allocation and Development Allocation so that related matters are implemented in accordance with current instructions and circulars in force and completed within the specified period.
    • the procurement process for Department Management Allocations and Development Allocations so that related matters are implemented in accordance with current instructions and circulars in force and completed within the specified period.
    • Manage accounting matters such as bill payments, revenue collection management, travel claim payments, salary payments and air warrants.
  • Secretariat of the Department-level Financial Management and Accounts Committee (JPKA).
  • Manage the process of acquisition, subscription, processing, cataloguing, binding, conservation and disposal of library reading materials.
  • Carrying out indexing work on selected subscribed serial publication articles.
  • Managing the library's excitement.

Human Resource Management Section Responsible for planning and implementing human resource management and competency development of Department officers to achieve objectives to improve the Department's excellence. This section is divided into 3 units:

  • Planning and implementing matters related to acting and promotions.
  • Managing the proposed award of medals and officer stars at DOSH Malaysia.
  • Manage all disciplinary matters of the Department.
  • Manage the implementation of the HRMIS System in the Department.
  • Secretariat of the Human Resources Development Panel (for the Excellent Service Award and Salary Movement), Secretariat of the Promotion Committee, Secretariat of the Asset Declaration, Secretariat of the Department Disciplinary Board Meeting, Secretariat of the Department Governance Committee (JTK), Secretariat of the Department Values Audit Committee.
  • Manage matters related to service, allowances and remuneration, officer retirement and updating of Service Record Book information.
  • Manage appeals for transfers and placements of Technical Officers and Shared Services.
  • Coordinate and update reports, the Department's overall staffing list and organizational chart from time to time.
  • Conducting organizational restructuring studies, staffing strengthening studies, scheme studies and staffing inspections.
  • Secretariat of the Technical Officer Exchange Appeal Meeting, Secretariat of the Technical Officer Placement Meeting and Secretariat of the Organizational Development Study
  • Responsible for planning and implementing training programs to enhance the excellence of knowledge, skills, attitudes, values and positive practices among officers and department members in the aspects of occupational safety and health and human development, thereby ensuring a continuous learning process for the career advancement of officers and department members.
  • Responsible for planning, coordinating, implementing and monitoring courses and training both domestically and internationally for Department officers and staff.
  • Managing officer applications to continue studying (full-time, part-time)
  • Manage applications for officers to be appointed as Industry Advisory Panel members from IPTA/IPTS
  • Managing Industrial Training applications from IPTA/IPTS students
  • Secretariat of the Certificate of Competency Awarding Board (COC) Meeting,

Information Technology Section provide computing services and support to improve the effectiveness of technology use in line with departmental needs. This section is divided into 3 units, namely:

  • Manage and control the entire ICT infrastructure, Internet access, network and ICT security of DOSH Headquarters and State Offices
  • Manage and coordinate MyGovUC Emails of DOSH Headquarters and State Offices
  • Manage and coordinate the DOSH Data Center
  • Manage and control the procurement of ICT hardware for DOSH Headquarters and State Offices
  • Managing the DOSH ICT Steering Committee (JPICT).
  • Planning, managing and developing application systems for DOKKP either internally or externally for complex, large or small systems in determining user needs analysis.
  • Plan, manage, coordinate and develop any form of programming, testing, training and roll out for more complex systems, large and small, developed internally or outsourced and adopted by DOSH Headquarters and State DOSH
  • Plan, manage, coordinate and implement application system training (including the main MyKKP department system) to users at DOSH and State Headquarters
  • Planning, managing and developing the DOSH website either internally or externally through needs analysis.
  • Plan, manage and coordinate website design according to the results of requirements analysis developed internally or externally.
  • Updating website content according to the Department's needs from time to time.
  • Carrying out maintenance of website administration systems such as Intranet and directories.
  • Manage and coordinate a system known as the Document Management System (MySKUD)
  • Responsible for planning and implementing training programs to enhance the excellence of knowledge, skills, attitudes, values and positive practices among officers and department members in the aspects of occupational safety and health and human development, thereby ensuring a continuous learning process for the career advancement of officers and department members.
  • Responsible for planning, coordinating, implementing and monitoring courses and training both domestically and internationally for department officers and staff.
