Design of Lifting Machinery Other Than Lift, Escalator and Walkalator

Under the Occupational Safety and Health (Plant Requiring Certificate of Fitness) Regulations 2024, lifting machinery is classified as a plant requiring certificate of fitness. The definition of lifting machinery as provided in the regulation refers to any equipment used for lifting, raising, transporting, or lowering loads. Therefore, all power-driven lifting machinery — including those powered by electricity, diesel, pneumatic systems, or their equivalents — must obtain design verification and a valid certificate of fitness from the Department of Occupational Safety and Health (DOSH) prior to construction, installation, or use.

These regulations do not apply to manually operated lifting machinery or those types of lifting machinery specifically specified in the Third Schedule.

Alteration to lifting machinery refers to alteration made to the original manufacturer’s design, but do not include those exempted under Section 27D(9) of the Occupational Safety and Health Act 1994 (Act 514). Only lifting machinery that has already been issued a Certificate of Fitness (CF) is eligible for alteration.
