OYK Major Hazard

Major Hazard Competent Person registered under the Occupational Safety and Health (Control of Major Accident Hazards in Industry) Regulations 1996 based on Regulation 13.

Duties of Competent Persons

Providing advisory services to manufacturers in the control of major hazards, particularly in the following areas:

  • In the preparation of a written report (new report) containing the information specified in Schedule 6 of the Occupational Safety and Health (Control of Major Accident Hazards in Industry) Regulations 1996 to be submitted to the Director General. In the preparation of a written extension report (modification report) which takes into account modifications to industrial activities to be submitted to the Director General.
  • In preparing a written follow-up report (update report) which takes into account particularly significant new technical knowledge that affects details in the previous report relating to safety and advances in knowledge on hazard assessment to be submitted to the Director General.
  • In the preparation of an adequate site emergency plan detailing how to deal with major accidents on site to be submitted to the Director General.

Eligibility requirements to apply for registration as a Major Hazard Competent Person (OKMH):

  • The applicant must be a Malaysian citizen and possess a valid identity card issued by the Malaysian government;
  • Applicants must at least have Bachelor's Degree atau kelayakan yang setaraf dengannya sama ada dalam bidang Kejuruteraan, Fizik, Kimia atau Biokimia di mana kursus pengajian tersebut perlulah di bawah pengiktirafan kerajaan Malaysia pada tahun pengajian yang tersebut pada sijil pengajian;
  • Applicants must have at least practical experience three (3) years in tasks relevant to the preparation of Industrial Activity Reports (new or updated documents) and Site Emergency Plans (new or updated documents);
  • The applicant has good knowledge and experience in the following areas:
    • Malaysian legislation relating to Major Hazards, particularly under the Occupational Safety and Health Act 1994 and the Regulations thereunder;
    • Safety Management System;
    • Site Emergency Plan.

The guidance note on the Preparation and Updating of Industrial Activity Reports was developed to standardize the reporting format of Industrial Activity Reports (new documents and updated documents). Documents must be written according to the guidance note as attached and must submit the following documents. Otherwise, the documents will not be reviewed.

Attachment:

Every Co-Site Emergency Plan (for both new and updated documents) must have every element in the Emergency Plan Checklist, effective March 9, 2017. Otherwise, the document will not be reviewed.
