Industrial Safety Division

The Industrial Safety Division plays a vital role in matters related to plant by reviewing, processing and approving applications for design verification and alteration approval of steam boiler, pressure vessel, lifting machinery, lift, escalator, and walkalator. Furthermore, the division regulates the services of competent person to ensure compliance with legal requirements through registration, monitoring, and renewal services. The division is led by the Division Director and consists of two (2) sections:

(a) Design Approval Section and the Accreditation

(b) Examination, and Certification Section

  • Review and allocate all applications related to the design verification of pressure vessels, steam boilers, lifting machinery, lifts, escalators, and walkalator whether imported or locally manufactured as well as applications for alteration approvals of plants requiring a certificate of fitness.
  • Review, allocate, and evaluate support documentation for the approval of applications related to Safety and Health Officers (SHO), Steam Boiler Engineers, accreditation of Registered Training Providers, and Continuing Education Programmes (CEP).
  • Review, allocate, and approve applications and registrations for Competent Person, including both Competent Person (Company) and Competent Person (Individual).
  • Provide technical advisory services and expertise to both private and public sectors in matters related to the Industrial Safety Division.
  • Processes new applications, renewals, and monitors Competent Person (Company) Manufacturer, Repairer and Alterer for Steam Boilers and Pressure Vessels.
  • Processes new applications, renewals, and monitors Competent Person (Company) Installer and Dismantler of Lifts, Escalators and Walkalator.
  • Processes new applications, renewals, and monitors Competent Person (Company) Manufacturer of Lifting Machinery.
  • Processes new applications, renewals, and monitors Competent Person (Company) Installer and Dismantler of Lifting Machinery.
  • Processes new applications, renewals, and monitors Qualified Person Lift.
  • Processes new applications, renewals, and monitors Qualified Person Lifting Machinery.
  • Processes registration applications and monitors Authorized Inspecting Body.
  • Receives and coordinates complaints related to misconduct by Competent Person. 
  • Conducts investigations and disciplinary proceedings based on complaints involving Competent Person. 
  • Executes punitive actions as stipulated under the law.
  • Processes new applications, renewals, and monitors Competent Person such as Safety and Health Officer (SHO). 
  • Processes new applications, renewals and monitors Registered Training Provider for Safety and Health Officer and Steam Boiler Engineer.
  • Processes new registrations, renewals, and monitors Continuing Education Programmes (CEP).
  • Prepares and updates examination syllabus and assessment schemes for Competent Person accreditation.
  • Processes applications to sit for the Certificate of Competency examination for Steam Boiler Engineer. 
  • Administers the Certificate of Competency examination for Steam Boiler Engineer.
  • Processes examination results for the Certificate of Competency for Steam Boiler Engineer. 
  • Coordinates examination panel meetings for the Steam Boiler Engineer Certificate of Competency.
  • Develops modules, syllabus, and examination questions for the Steam Boiler Engineer Certificate of Competency.
  • Processes applications for design verification and alteration approval of steam boilers in accordance with recognized standards.
  • Processes applications for design verification and alteration approval of unfired pressure vessels in compliance with recognized standards.
  • Processes applications for design verification and alteration approval of lifts, escalators, and walkalator based on recognized standards.
  • Processes applications for design verification and alteration approval of lifting machinery, excluding lifts, escalators, and walkalator, in accordance with recognized standards.
