Chemical Management Division

Introduction

The Chemical Management Division (BPKimia) plays an important role in addressing the growing chemical management issues of today. BPKimia is responsible for ensuring the safety and health of workers involved in the management of chemicals in the workplace. This includes chemical health risk assessment, setting exposure standards, chemical classification, hazard communication and, international conventions on the management, safety and health related to chemicals. This also includes the promotion of chemicals management to government agencies, industry parties and relevant bodies. This is not limited to activities within the country only.
The Department has been appointed by the Ministry of Foreign Affairs as one of the agencies in the Chemical Weapons Convention National Authority (CWCNA) to fulfill the requirements of the Chemical Weapons Convention (CWC) as well as implement the Chemical Weapons Convention Act 2005 which is regulated by the Ministry of Foreign Affairs.
Overall, the Chemical Management Division is instrumental in advancing chemical safety and regulatory compliance in Malaysia, in line with global standards and conventions to protect worker health and the environment.

  • Act as a coordinator and expert consultant in the implementation Assessment of The Health Risks Arising From the Use of Chemicals Hazardous to Health at the Workplace 3rd Edition (CHRA 3rd Edition).
  • Monitor and approve alternative methods for assessing the health risks of chemicals (CHRA)
  • Processing applications and approvals for generic health risk assessments of chemicals (generic CHRA)
  • Managing online system development Simple Risk Assessment and Control for Chemicals (SiRAC). 
  • Processing new (and renewal) registration applications for Clamps (CHRA Assessor), and monitoring of existing Clamps.
  • Processing new registration applications (and renewals) for training centers and Pengapit trainers (CHRA Assessor), and monitoring of existing training centers.
  • Conduct internal training for Department officers on chemical risk assessment to health (CHRA)
  • Manage and conduct chemical risk assessments
  • Plan and coordinate strategic enforcement for CLASS Regulation 2013  
  • Monitor industry compliance with CLASS Regulation 2013 
  • To update the Chemical Inventory submitted by the industry. 
  • Act as system administrator for the Chemical Information Management System (CIMS) and manage system maintenance.
  • Process applications for registration of CLASS Regulations teaching centers and trainees, as well as monitor existing registrations.
  • Reassess the classification of hazardous chemicals based on Industry Code of Practice on Chemicals Classification and Hazard Communication (Amendment) 2019: Part 1
  • Coordinate enforcement against USECHH Regulations 2000. 
  • Manage and conduct Indoor Air Quality audits.
  • Processing applications for registration as Hygiene Technician 1 (HT1)/Indoor Air Quality (IAQ) Inspector, and monitoring existing registrations.
  • Processing applications for registration of Hygiene Technician 1 (HT1)/Indoor Air Quality (IAQ) training centers, and monitoring existing registrations.
  • Manage the Department's technical chemical monitoring equipment. 
  • Assess and process asbestos inspection and removal applications.
  • Conducting investigations into complaints related to chemicals.
  • Carrying out enforcement Chemical Weapons Convention. 
  • Monitor and coordinate implementation Prior Informed Consent (PIC) below Rotterdam Convention. 
  • Monitor and coordinate implementation Minamata Convention.
  • Monitor and coordinate implementation Stockholm Convention.
  • Reference center for chemical data mapping and data submission from State Offices.
  • Assist in the management of complex specialized technical equipment – FTIR and GCMS.
  • Manage procedures and documentation for officers participating in chemical management programs at the national and international levels.
  • Process applications for registration of SOHELP teaching centers and trainees, and monitor the registration of existing teaching centers.
