Division of International Policy and Research Development

Introduction

The International Policy and Research Development Division plays an important role in managing and coordinating occupational safety and health (OSH) issues through international cooperation, policy and legislation formulation, and development and research. This division is headed by a Division Director and consists of two (2) sections, namely the Policy, International and Research section and the Development section. Each section is headed by a Deputy Director and assisted by several Factory and Machinery Inspectors (FMI) and Assistant Factory and Machinery Inspectors (AFI).

The main functions of this section include:

  1. Propose policies through OSH studies, research and development
  2. Drafting and reviewing legislation
  3. Monitor the implementation of Department policies
  4. Deliver and explain information and Department policies
  5. Manage and coordinate ratifications and conventions of international bodies related to OSH

REVIEW AND COMPOSITION UNIT

  • Drafting and preparing drafts of Acts, Regulations, Orders, Industry Codes of Practice, Guidelines and Circulars of the NEW Director General including carrying out work to collect information requirements (results of research), preparing and reviewing drafts for drafting purposes.
  • Review and amend EXISTING Acts, Regulations, Orders, Industry Codes of Practice, Guidelines and Circulars of the Director General. The review includes in terms of weaknesses, suitability of current conditions and improvements that can be made to further strengthen the said Acts, Regulations, Orders, Industry Codes of Practice, Guidelines and Circulars of the Director General.
  • Part of the Review Team for the purpose of reviewing draft Acts/Regulations/Orders/Industry Codes of Practice/Guidelines, proofreading and reviewing/translating the drafts.
  • Coordination to coordinate and maintain TC/WG established for the development of Malaysian Standards/Guidelines/Codes of Practice by external agencies (JSM, SIRIM, MITI, MOFA, KDN, MBAM, NIOSH, NRE, KKM, MQA, AADK-KKM, SPAN, CIDB, KPDNKK, Petronas, JPK and others).
  • Coordinate the review of proposed draft Malaysian Standards/Guidelines related to OSH.
  • Focal point for the management and coordination of information from the “WTO TBT Enquiry Point (Malaysia)” – JSM, MITI.
  • Review or conduct research on other standards for the purpose of the benchmarking process before setting departmental policies or guidelines.
  • Act as the secretariat for the Department Policy Review Meeting.
  • Coordinate and monitor the monthly/annual achievements of state offices and divisions at headquarters.
  • Analyze and publish official department statistics (accident statistics, prosecution, enforcement and promotion.
  • Assisting the Ministry of Health in providing responses to OSH issues raised in Parliament.
  • Prepare and monitor the achievement of KPIs for the Minister, KSU and Director General.
  • Manage the entry and conduct analysis of occupational accident and disease data from relevant agencies such as DOKKP, SOCSO, JTK and the Ministry of Finance (Ex-Gratia).
  • Ensure that decisions reached in top management meetings of departments and ministries relating to departmental policies and the National OSH are monitored and implemented.
  • Coordinate and monitor development and research projects related to the Department's OSH.
  • Planning, coordinating and monitoring OSH research with other universities/agencies as well as preparing scientific writings such as journals, articles and others.
  • To be a liaison body with external organizations/agencies to establish research collaborations related to OSH.
  • Conducting analysis work and making reports regarding the implementation of the Department's strategy group programs (Public Sector, Agriculture, Forestry, Fisheries and Veterinary Sector, SME Sector, Construction and Construction Site Sector).
  • Planning, drafting, coordinating and providing input to the Department's strategic plan reports such as the National OSH Master Plan.
  • Supervise and coordinate the Department's innovation program.
  • Ensure that communication, engagement and consultation processes can be implemented for all internal and external customers.
  • Receive, evaluate and act on the communication process, including receiving feedback in implementing awareness, knowledge, solving customer problems in aspects of occupational safety and health as well as engagement and consultation with external parties.
  • Ensure that all services that do not meet the specified requirements are identified and controlled to prevent them from being used in the process or reaching the customer.
  • To be a liaison body in the distribution of information/policies/programs implemented by the department
  • Manage and coordinate public complaints and inquiries related to OSH.
  • Manage and coordinate ratifications and conventions of international bodies related to OSH.
  • Carrying out PPE development programs and preparing reports at the international level such as MTCP, TCTP, MHLW Japan, ASEAN OSHNet Training, OIC OSHNet Training, United Nation, ILO, IALI, ASEAN OSHNet, CAPAM, SLOM, ASEM, OIC and OSHNet.
  • Coordinate meetings at the international level such as MHLW Japan, ASEAN OSHNet, OIC OSHNet, United Nation, ILO, IALI, ASEAN OSHNet, CAPAM, SLOM, ASEM, OIC and OSHNet.
  • Coordinate programs and prepare graduation papers and presentation papers at the international level.
  • Prepare and analyze MoU papers with international agencies.
  • Prepare and update “National OSH Scorecard” data.
