Noise Risk Assessor

a) Penaksir Risiko Bising (NRA) merupakan orang yang bertanggungjawab menjalankan penaksiran pendedahan bising di tempat kerja sebagaimana yang dikehendaki di bawah Peraturan-Peraturan Keselamatan dan Kesihatan Pekerjaan (Pendedahan Bising) 2019.

b) Seseorang majikan hendaklah melantik, menggaji atau mengambil kerja orang kompeten yang dipanggil NRA bagi melaksanakan penaksiran bising menurut standard yang ditetapkan oleh Jabatan.

c) Penaksir Risiko Bising hendaklah:

  • carry out noise risk assessments at the workplace as required under the Occupational Safety and Health (Noise Exposure) Regulations 2019 within the valid registration period;
  • ensure valid calibration of noise measurement equipment used for noise risk assessment;
  • notify the relevant DOSH state office Director at least 14 days before conducting any noise risk assessment;
  • prepare and submit a complete noise risk assessment report to the employer within 30 days after the completion of the assessment;
  • present the results of the assessment and noise control recommendations to the employer within 30 days after the completion of the assessment; and
  • submit a brief noise risk assessment report to the Director General within 30 days after the completion of the assessment.

Noise Risk Assessor (NRA) Registration Procedure

  • (a) Malaysian citizen;
  • (b) have one (1) year of work experience in the field of noise monitoring or assessment;
  • (c) not convicted of an offence under the Occupational Safety and Health Act 1994 [Act 514] or the regulations thereunder;
  • (d) certified healthy by the OHD; and
  • (e) submit an application for registration within three (3) years after attending and passing the NRA course.

Qualifications

Option 1:

  • a. have at least a Diploma in Science, Diploma in Engineering, or Diploma in Occupational Safety and Health (OSH) recognized by the Malaysian Qualifications Agency (MQA); and
  • b. attend courses and pass the NRA examination at an approved teaching center;

Option 2:

  • a. have at least a Diploma in Industrial Hygiene recognized by MQA; and
  • b. pass the NRA examination at an approved teaching center;

Option 3:

  • a. recognized as an Industrial Hygienist by the American Board of Industrial Hygiene (ABIH) or a body recognized by the Director General; and
  • b. pass the NRA examination at an approved teaching center.

Noise Risk Assessor (NRA) registration renewal procedure

  • (a) actively carry out work as an NRA by carrying out a minimum of one (1) assessment per year;
  • (b) have 30 Continuous Education Program (CEP) points for three (3) years;
  • (c) attend and pass the NRA refresher course;
  • (d) certified healthy by OHD;
  • (e) not convicted of an offence under the Occupational Safety and Health Act 1994 [Act 514] or the regulations thereunder; and
  • (f) submit a renewal application at least three (3) months before the expiration of the current registration period.

The NRA competency certificate will not be renewed if the NRA fails to submit a renewal application within one (1) year after the expiration of the current registration validity period. The applicant must re-attend and pass the NRA Course at a training center registered with the Director General before submitting a new application for registration.

Application for registration as a Noise Risk Assessor (NRA)

  • (a) academic or professional qualification certificate;
  • (b) Identity Card;
  • (c) details of working experience in noise risk monitoring or assessment, confirmed by the employer;
  • (d) NRA course attendance certificate;
  • (e) certificate of passing the NRA Course examination; and
  • (f) health examination report by OHD.

Noise Risk Assessor (NRA) renewal application

  • (a) a list of noise risk assessments carried out during the current registration period;
  • (b) a copy of the noise risk assessment report carried out within 12 months prior to the expiry of the registration period;
  • (c) copies of documents related to the CEP attended;
  • (d) a copy of the NRA Refresher Course attendance certificate;
  • (e) a copy of the NRA Review Course examination passing certificate; and
  • (f) health examination report by OHD.
