Crane Operator

Regulation 26 (1) of the Factories and Machinery (Notification, Certificate of Fitness and Inspection) Regulations 1970, states that “after any factory or machinery has been inspected, the Inspector may, in his discretion, issue a notification in writing in respect of such factory or machinery specifying such operating conditions and restrictions as he thinks fit provided that for machinery requiring a certificate of fitness, such operating conditions and restrictions shall be stated in the certificate. Regulation 26 (3) also states that “the machinery in respect of which a notice is issued as described in paragraph (1) above shall be operated in full compliance with the conditions stated in the notice or note. In the Director General’s Circular Number 12 of 1999 (Directive on Registration of Scaffolding Operators and Crane Operators), item 5(c) states that based on accident statistics involving tall cranes and the above provisions (Regulation 26(3) of the Factories and Machinery (Notification, Certificate of Qualification and Inspection) Regulations 1970), the YB Minister of Human Resources has directed the Department of Health and Welfare to require that all mobile cranes, derricks and towers be operated by competent persons who have attended a recognised crane operator course. Therefore, the Department of Health and Welfare is now enforcing this directive by recording the conditions for operating cranes.

The validity of the competency certificate issued by DOSH is 2 years and applications for registration and renewal must be made within one year after passing the assessment or the expiry date of the competency certificate. For those applying after that period, applicants are required to attend a re-assessment conducted by a teaching centre recognised by the department.
