The Department of Administrative Services

Introduction

To provide support services to all department members in the aspects of general administrative management, human resource management, financial management, information technology management and human capital development efficiently and effectively.

Administration and Finance Section The Administration and Finance Section is responsible for administrative and financial management to achieve the objective of enhancing the department's excellence. This section is divided into 4 units:

  • Oversee the management of the department’s movable and immovable assets in accordance with established policies and procedures.
  • Administer office supplies and manage inventory in the department’s central store in compliance with current regulations.
  • Coordinate the allocation and maintenance of office space, as well as the handling of official correspondence and documentation.
  • Serve as the secretariat for the Mesyuarat Jawatankuasa Pengurusan Aset Alih (JKPAK) and Mesyuarat Jawatankuasa Pengurusan Aset Tak Alih Kerajaan (Fasiliti).
  • Manage catering arrangements and monitor staff attendance records through the eMasa system.
  • Manage general administrative affairs, including telephone services, vehicle management, security control, office maintenance, file management, handling of classified documents, and building cleanliness.
  • Act as the secretariat for the “Mesyuarat Majlis Bersama Jabatan” (MBJ), “Mesyuarat Jawatankuasa Keselamatan Perlindungan” and BKP Management Meeting.
  • Oversee counter operations and customer service management within the department.
  • Assists in implementing financial management involving:
    • Budgeting processes for Operating Expenses (OE) and Development Expenses (DE) to ensure related matters are executed in accordance with current instructions and circulars and completed within the stipulated period
    • Procurement processes for Operating Expenses (OE) and Development Expenses (DE) to ensure related matters are executed in accordance with current instructions and circulars and completed within the stipulated period.
    • Manages accounting matters such as bill payments, revenue collection management, travel claim payments, salary payments, and air warrants.
  • Secretariat for the “Jawatankuasa Pengurusan Kewangan dan Akaun” (JPKA).
  • Manages the acquisition, subscription, processing, cataloging, binding, preservation, and disposal of library reading materials.
  • Indexes selected subscribed serial publications.
  • Manages library aesthetics.

Human Resource Management Section The Human Resources Management Section is responsible for the planning and implementation of human resource management and competency development for JKKP Malaysia officers to achieve the objective of enhancing departmental excellence. This section is divided into 3 units:

  • Plans and implements matters related to career development and promotions.
  • Manages matters related to award proposals for officers in JKKP Malaysia.
  • Manages all departmental disciplinary matters.
  • Manages the implementation of the HRMIS System in the department.
  • Secretariat for the “Panel Pembangunan Sumber Manusia” (for Excellent Service Awards and Salary Increments), Secretariat for the Promotion Committee, Secretariat for Asset Declaration, Secretariat for the Departmental Disciplinary Board Meeting, Secretariat for the Departmental Governance Committee (JTK), Secretariat for the Departmental Value Audit Committee.
  • Manages matters related to service, allowances and remuneration, officer retirement, and the updating of “Buku Perkhidmatan Kerajaan” (BPK).
  • Manages transfer appeals and placement of Technical Officers and Non Technical Officers.
  • Coordinates and updating reports, overall departmental staffing lists, and organizational charts.
  • Conducts organizational restructuring studies, staffing reinforcement studies, scheme studies and staff audit.
  • Secretariat for the “Mesyuarat Rayuan Pertukaran Pegawai Teknikal”, Secretariat for the “Mesyuarat Penempatan Pegawai Teknikal” and Secretariat for “Kajian Pembangunan Organisasi”.
  • Responsible for planning and implementing training programs to enhance the excellence of knowledge, skills, attitudes, values, and positive practices among departmental officers and staff in the aspects of occupational safety and health and human development, thereby ensuring a continuous learning process for the career advancement of officers and staff.
  • Responsible for the planning, coordination, implementation, and monitoring of local and overseas courses and training for departmental officers and staff.
  • Manages officer applications for further studies in full-time or part-time modes.
  • Manages officer applications to serve as Industry Advisory Panels appointed by Public or Private Higher Education Institutions.
  • Manages Industrial Training applications from Public or Private Higher Education Institution students.
  • Secretariat for the “Mesyuarat Lembaga Penganugerahan Sijil Kompetensi” (COC)

Information Technology Section The Information Technology Section provides computer services and support to enhance the effectiveness of technology use in line with departmental needs. This section is divided into 3 units:

  • Manages and controls the entire ICT infrastructure, Internet access, network, and ICT security for JKKP Headquarters and State Offices.
  • Manages and coordinates MyGovUC emails for JKKP Headquarters and State Offices.
  • Manages and coordinates the JKKP Data Center.
  • Manages and controls the acquisition of ICT hardware for JKKP Headquarters and State Offices.
  • Secretariat for the JKKP ICT Steering Committee (JPICT).
  • Plans, manages, and develops application systems for JKKP, whether internally or from external sources for complex, large, or small systems, in determining user requirements analysis
  • Plans, manages, coordinates, and develops any form of programming, testing, training, and roll-out for more complex, large, and small systems developed internally or by external sources used by JKKP Headquarters and State Offices. roll out for more complex systems, large and small, developed internally or outsourced and adopted by DOSH Headquarters and State DOSH
  • Plans, manages, coordinates, and implements application system training (including the main departmental system MyKKP) for users at JKKP Headquarters and States.
  • Plans, manages, and develops the JKKP website, whether internally or from external sources through requirements analysis.
  • Plans, manages, and coordinates website design according to the results of requirements analysis developed internally or by external sources.
  • Updates website content according to departmental needs from time to time.
  • Performs maintenance of website administration systems such as Intranet and directories.
  • Manages and coordinates a system known as the Document Control System (MySKUD).
