Policy, International and Research Development Division

Introduction

The International Policy and Research Development Division plays an important role in managing and coordinating occupational safety and health (OSH) issues through international cooperation, policy and legislation formulation, and development and research. This division is headed by a Division Director and consists of two (2) sections, namely the Policy, International and Research section and the Development section. Each section is headed by a Deputy Director and assisted by several Factory and Machinery Inspectors (FMI) and Assistant Factory and Machinery Inspectors (AFI).

The main functions of this division include:

  1. Proposing policies through studies, research and development in occupational safety and health (OSH);
  2. Drafting and reviewing and updating OSH-related legislation;
  3. Monitoring the implementation of departmental policies;
  4. Communicating and explaining information and departmental policies; and
  5. Managing and coordinating the ratification and implementation of international OSH convention and agreements.

REVIEW AND DRAFTING UNIT

  • Drafting and preparing NEW drafts of Acts, Regulations, Orders, Industry Codes of Practice, Guidelines, and Director General Circulars, including conducting needs assessments research-based), and preparing and reviewing drafts for formulation purposes.
  • Reviewing and amending EXISTING Acts, Regulations, Orders, Industry Codes of Practice, Guidelines, and Director General Circulars. The review includes identifying weaknesses, assessing current relevance, and suggesting improvements to strengthen these legal instruments.

  • Participating as members of Review Teams for the purpose of reviewing drafts of Acts/Regulations/Orders/Industry Codes of Practice/Guidelines, proofreading, and reviewing/translating drafts.
  • Coordinating the management and maintenance of Technical Committees (TC) / Working Groups (WG) established for the development of Malaysian Standards/Guidelines/Codes of Practice by external agencies (JSM, SIRIM, MITI, MOFA, MOHA, MBAM, NIOSH, NRE, MOH, MQA, AADK-MOH, SPAN, CIDB, KPDNKK, Petronas, JPK, and others).
  • Coordinating the review of draft proposals for Malaysian Standards/Guidelines related to OSH.
  • Acting as the focal point for the management and coordination of information from the “WTO TBT Enquiry Point (Malaysia)” – JSM, MITI.
  • Reviewing or conducting studies on other standards for benchmarking purposes prior to the establishment of departmental policies or strategies.
  • Serving as the secretariat for the Departmental Policy Review Meetings.
  • Coordinating and monitoring the monthly and annual performance of activities carried out by state offices and headquarters divisions;
  • Analysing and publishing the department’s official statistics including those related to accidents, prosecutions, enforcement, and promotional activities;
  • Assisting the Ministry of Human Resources (MOHR) in preparing responses to OSH-related issues raised in Parliament;
  • Preparing and monitoring the achievement of KPIs for the Honourable Minister, the Secretary-General and the Director General;
  • Managing the intake and conducting analysis of occupational accident and disease data received from relevant agencies such as DOSH, SOCSO, the Department of Labour, and the Ministry of Finance (Ex-Gratia); and
  • Ensuring that decisions made during the departments and ministry’s top management meetings related to departmental and national OSH policies are monitored and implemented.
  • Coordinating and monitoring development and research projects related to the Department’s OSH initiatives.
  • Planning, coordinating, and overseeing OSH research in collaboration with universities and other agencies, as well as producing scholarly publications such as journals, articles, and others related materials;
  • Acting as a liaison body with external organizations/agencies to establish research collaboration related to OSH;
  • Conducting analysis and preparing reports on the implementation of the Department's strategic group programs (Public Sector, Agriculture Sector, Forestry, Fisheries and Veterinary Sector, SMEs Sector, and Construction and Building Site Sector);
  • Planning, drafting, coordinating, and providing input for the Department’s strategic reports including the National OSH Master Plan; and
  • Supervising and coordinating the Department’s innovation programs.
  • Ensuring effective communication, engagement, and consultation processes are implemented for all internal and external stakeholders;
  • Receiving, evaluating, and acting on communications, including gathering feedback to enhance awareness, knowledge, and problem-solving in occupational safety and health (OSH) matters, as well as facilitating engagement and consultation with external parties;
  • Ensuring that all services failing to meet the required standards are identified and controlled to prevent their use in processes or delivery to customers;
  • Acting as the liaison body for disseminating information, policies, and programmes implemented by the department; and
  • Managing and coordinating public complaints and inquiries related to OSH.
  • Managing and coordinating the ratification of, and participation in, international conventions related to OSH;
  • Implementing OSH development programmes and preparing reports at the international level, such as for MTCP, TCTP, MHLW Japan, ASEAN OSHNet Training, OIC OSHNet Training, the United Nations, ILO, IALI, CAPAM, SLOM, ASEM, and other relevant platforms;
  • Coordinating international-level meetings such as MHLW Japan, ASEAN OSHNet, OIC OSHNet, the United Nations, ILO, IALI, CAPAM, SLOM, ASEM and other international bodies;
  • Coordinating programmes and preparing approval and presentation papers at the international engagements;
  • Preparing and analysing Memorandums of Understanding (MoUs) with international agencies; and
  • Preparing and updating data for the “National OSH Scorecard” data.
