Chemical Management Division

Introduction

The Chemical Management Division (CMD) plays a crucial role in addressing the increasingly significant issues surrounding chemical management today. The division is responsible for ensuring the safety and health of workers involved in chemical management at workplaces. This includes conducting chemical health risk assessments, setting exposure standards, classifying chemicals, communicating hazards, and adhering to international conventions related to the management, safety, and health concerning chemicals. Additionally, this division promotes chemical management to government agencies, industry stakeholders, and relevant bodies, with its activities extending beyond domestic operations. The department has been appointed by the Ministry of Foreign Affairs as one of the agencies in the National Authority of the Chemical Weapons Convention (PBK KSK) to fulfill the requirements of the Chemical Weapons Convention (CWC) and enforce the Chemical Weapons Convention Act 2005, which is regulated by the Ministry of Foreign Affairs. Overall, the Chemical Management Division is vital in advancing chemical safety and regulatory compliance in Malaysia, in line with global standards and conventions to protect worker’s health and the environment.

The Department has been appointed by the Ministry of Foreign Affairs as one of the agencies in the Chemical Weapons Convention National Authority (CWCNA) to fulfill the requirements of the Chemical Weapons Convention (CWC) as well as implement the Chemical Weapons Convention Act 2005 which is regulated by the Ministry of Foreign Affairs. 

Overall, the Chemical Management Division is instrumental in advancing chemical safety and regulatory compliance in Malaysia, in line with global standards and conventions to protect worker health and the environment.

  • Coordination and focal point for the implementation of Assessment of The Health Risks Arising From the Use of Chemicals Hazardous to Health at the Workplace 3rd Edition (CHRA 3rd Edition).
  • To monitor and approve alternative methods of CHRA.
  • To process the application and approval of Generic CHRA.
  • Development of Simple Risk Assessment and Control for Chemical (SiRAC) Online system.
  • To process the application for new registration and renewal of CHRA Assessor, and monitor existing Assessors.
  • To process the application for new registration and renewal of CHRA Assessor, and monitor existing Assessors.
  • To process the application for new registration of CHRA training centre and trainer and monitor existing registrants.
  • To organise and carry out chemical risk assessment.
  • To coordinate the strategic enforcement of CLASS Regulation 2013.
  • To monitor the compliance of CLASS Regulation 2013.
  • To update the Chemical Inventory submitted by the industry.
  • To act as administrator of the Chemical Information Management System (CIMS) and manage its maintenance.
  • To process the application for new registration of CLASS Regulations training centre and trainer, and monitor existing registrants.
  • To review classifications of hazardous chemical in accordance to Industry Code of Practice on Chemicals Classification and Hazard Communication (Amendment) 2019:Part 1.
  • To coordinate the enforcement of USECHH Regulations 2000.
  • To organise and carry out Indoor Air Quality audits.
  • To process the application for new registration (and renewal) of Hygiene Technician 1 (HT1)/IAQ Assessor, and monitor existing registrants.
  • To process the application for new registration (and renewal) of Hygiene Technician 1 (HT1)/IAQ Assessor training centres, and monitor existing registrants.
  • To manage chemical monitoring technical equipment of the Department.
  • To review and process the application of asbestos removal and inspection.
  • To carry out investigation on chemical related complaints.
  • To exercise the enforcement of Chemical Weapon Convention.
  • To monitor and coordinate the implementation of Prior Informed Consent (PIC) under the Rotterdam Convention.
  • To monitor and coordinate the Minamata Convention.
  • To monitor and coordinate the implementation of the Stockholm Convention.
  • Focal point for chemical data mapping and data submissions from state departments.
  • To assist in management of specialized and complex technical equipment – FTIR and GCMS.
  • To manage the procedure and documentation of officers that participate in chemical management programs at national and international level.
  • To process the application for registration of SOHELP training centre and trainer, and monitor existing registered training centres.
