The Division of Small and Medium Industries and Non-Factory Sector (BIKSSBK)

Introduction

The Division of Small and Medium Industries and Non-Factory Sector (BIKSSBK) is responsible as the headquarters coordinator in aligning programs carried out by two sections at the DOSH State Office, namely the Small and Medium Industries (SMI) Section and the Enforcement Section (ES). These programs include coordinating the development allocation under the 12th Malaysia Plan (RMKe-12) for the implementation of designated activities, establishing inspection methods and targets at workplaces, providing advisory services to stakeholders, and enhancing the competency of DOSH State officers. 

This division also collaborates with stakeholders and relevant government agencies such as federal and state public service agencies, the State Secretary’s Office, Associations, NGOs, and other related parties. The purpose of this collaboration is to establish cooperation to ensure that occupational safety and health practices are implemented in SMIs and across all other economic sectors.

  • Plan and monitor all programs outlined under the Malaysia Plan (RMK) development agenda and the Occupational Safety and Health Master Plan (OSHMP) implemented by the State-level Small and Medium Industries Section (SMIS) and Enforcement Section (ES).
  • Receive and compile information and monthly reports submitted by the State SMIS and ES.
  • Analyse implementation data and evaluate the effectiveness of programs or activities carried out by the State Offices.
  • Coordinate the standardisation of occupational safety and health legislative enforcement programs in SMEs and other sectors by the State Offices.
  • Produce an annual report specifically related to SMEs and other sectors to be submitted to the Department of Policy, International Affairs and Research Development (BDAPP), DOSH.
  • Plan and monitor all programs developed under the 12th Malaysia Plan (RMK12) and the Occupational Safety and Health Master Plan 2025 (OSHMP25), such as SOLVE 4 SME, to be implemented by the state offices.
  • Formulate strategies to assist SMEs in complying with OSH legal requirements through new initiatives, with implementation progress reviewed annually and recommendations for revision every five years.
  • Develop, review, and revise departmental legislation and policies related to OSH for application in the SME sector.
  • Devise new strategies for controlling hazards identified from work activities in SMEs.
  • Serve as an integrated information center for the SME Section at state offices and the Department of Policy and International Research Development (BDAPP), DOSH.
  • Receive and consolidate monthly reports and information from the SME Section at state offices.
  • Analyse implementation data and the effectiveness of programs and activities carried out by state offices.
  • Provide advisory, technical, and expert support to state offices, companies, and SMEs.
  • Coordinate SME training programs for DOSH officers specifically involved in sector-related activities.
  • Coordinate the standardization of OSH law enforcement programs in the SME sector by state offices.
  • Prepare a dedicated annual report on SMEs for the Department of Policy and International Research Development (BDAPP), DOSH.
  • Process registration and renewal applications for training providers offering the Occupational Safety and Health Coordinator (OSH Coordinator) course.
  • Develop enforcement guidelines to support compliance with OSH laws related to OSH Coordinators.
  • Enforce the Occupational Safety and Health Act 1994 and its subsidiary regulations within the Non-Factory Sector (NFS).
  • Develop, review, and revise departmental legislation and policies related to Occupational Safety and Health (OSH) for application in the NFS.
  • Plan and monitor OSH management system audit programs conducted by state offices.
  • Receive and consolidate monthly reports and information from the Enforcement Section of the state offices.
  • Serve as an integrated information center for the Enforcement Section at state offices.
  • Analyse implementation data and the effectiveness of programs and activities carried out by state offices.
  • Provide advisory, technical, and expert support to state offices and NFS entities.
  • Coordinate NFS training programs for DOSH officers involved in related sectoral activities.
  • Coordinate the standardization of OSH legal enforcement programs within the NFS sector by state offices.
  • Prepare a dedicated annual report on the NFS to be submitted to the Department of Policy and International Research Development (BDAPP), DOSH.
