Lifting Machine Design
The Occupational Safety and Health (Plants Requiring a Certificate of Competence) Regulations 2024 (OSCO Regulations 2024) are provided under the Occupational Safety and Health Act 1994, Section 27B, which states that the Minister may prescribe any plant for which a certificate of competence is required. These regulations come into force from 1 June 2024.
The development of this guide is based on Section 27C, Occupational Safety and Health Act 1994 (OSHA 1994) where the Director General may prescribe terms and conditions that must be complied with.
This guide is provided for applicants' reference when making an application for design verification and approval of alterations to lifting machinery to ensure that applicants receive accurate and clear guidance. This guide sets out the requirements for application for design verification and approval of alterations for lifting machinery except lifts, escalators and moving walkways effective from 1 June 2024.
Every lifting machinery that uses power drive such as electric, diesel, pneumatic and equivalent must have a valid Lifting Machinery Qualification Certificate (CF) for use. For this purpose, design verification must be applied for in advance from the Department of Occupational Safety and Health (DOH), Headquarters before being built, installed or used.
Under the LYMPK Regulation 2024, lifting machinery is among the plants designated as plants that require a certificate of qualification. The interpretation of lifting machinery as stated in this regulation; means any equipment for lifting, raising, transporting or lowering loads.
Application Procedure
Design verification applications can only be made through the MySKUD online system via single sign-on (SSO) via the MyKKP system. Therefore, applicants must have a MyKKP account for the purpose of accessing MySKUD.

- New Lifting Machinery Design Verification (Import)
- Lifting Machinery Design Modification Approval
- Verification of the Design of Used Lifting Machinery
- Lifting Machinery Demo
Applications and application guidelines can be obtained through the MySKUD online system (http://mykkp.dosh.gov.my/) using Chrome or Edge.
