  • Section 31C (1) namely a person intending to be registered as a competent person or registered training provider shall submit an application for registration to the Director General in such manner as the Director General may determine.
  • Section 31C (2) namely that an application under subsection (1) shall be subject to the payment of such fee as may be prescribed by the Minister and shall be accompanied by such documents and information as may be required by the Director General.

NOTICE

Please be informed that all holders of Steam Engineer and Internal Combustion Engine Engineer certificates of competency (physical book) are required to replace their certificates of competency from the physical book to the registration certificate slip before 31 December 2024. This replacement instruction is in line with the Occupational Safety and Health Act 1994 (Act 514) which will come into effect on 1 June 2024. JIf you fail to make a replacement application to the department before or on 31 December 2024, his certificate of competency is deemed to be revoked and the steam boiler plant cannot be under his control in accordance with the Occupational Safety and Health (Plants Requiring a Certificate of Competence) Regulations 2024.

Application for replacement of certificate of competency from physical book to registration certificate slip must be made through the mySKUD system service which can be navigated through the Single-Sign-On (SSO) mykkp system. Before an application for replacement of Steam Engineer/EPD certificate of competency can be made, the applicant must do the data migration first. Applicants must fill out the excel “Steam Engineer, EPD Engineer Record Update Form” along with a copy of the certificate book and send it to myskud.support@mohr.gov.my Replacement applications in the mySKUD system can only be made after the migration process is complete. Please refer to the Steam Engineer/EPD Grade 1 & 2 Certificate of Competency Replacement Procedure poster below for your reference.

If the applicant has additional qualifications in the same competency certificate book, the applicant must fill in both competency certificate information when migrating data. Then, the applicant must make two (2) separate replacement applications in the mySKUD system for each competency certificate after the data migration process is complete. For example, the applicant has a Grade 1 Steam Engineer (JS) competency certificate and has an additional qualification of Grade 2 Internal Combustion Engine Engineer (EPD) in the same competency certificate book (please refer to the image below for reference). When migrating data, the applicant must fill in the information for both Grade 1 JS competency certificates and Grade 2 EPD Engineer certificates in the excel “Steam Engineer, EPD Engineer Record Update Form”. After the data migration process is complete, the applicant must make a replacement application for the Grade 1 Steam Engineer qualification certificate first. After the replacement application is approved, the applicant must make 1 more replacement application in the mySKUD system for the additional qualification he has, which is Grade 2 EPD Engineer. Replacement applications in the mySKUD system cannot be made simultaneously for both certificates of competency. (you need to complete 1 replacement application first, then additional replacement applications can be made)

Therefore, the Department hopes that all Steam Engineer and Internal Combustion Engine Engineer competency holders will be able to replace their physical ability certificate book with a qualification certificate slip to facilitate the enforcement process and compliance with the Occupational Safety and Health Act 1994 Amendment 2022 (Act A1648) which is expected to come into effect in 2024. Cooperation from all parties is highly expected.
