class=\"has-medium-font-size\"><strong>Introduction<\/strong><\/p>\n\n\n\n<p class=\"has-small-font-size\">The Petroleum Safety Division enforces the following legislation: \u2013<\/p>\n\n\n\n<ol class=\"wp-block-list has-small-font-size\">\n<li>Occupational Safety and Health Act 1994\n<ul class=\"wp-block-list\">\n<li>CIMAH Regulations 1996<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Petroleum (Safety Measures) Act 1984<\/li>\n\n\n\n<li>Federal Ministers Order (No.2)2013[PU(A)184]<\/li>\n<\/ol>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-kadence-accordion alignnone\"><div class=\"kt-accordion-wrap kt-accordion-id936_a60478-d7 kt-accordion-has-8-panes kt-active-pane-0 kt-accordion-block kt-pane-header-alignment-left kt-accodion-icon-style-basic kt-accodion-icon-side-right\" style=\"max-width:none\"><div class=\"kt-accordion-inner-wrap\" data-allow-multiple-open=\"false\" data-start-open=\"none\">\n<div class=\"wp-block-kadence-pane kt-accordion-pane kt-accordion-pane-1 class=\"has-small-font-size\">The functions of the Petroleum Safety Division are as follows: \u2013<\/p>\n\n\n\n<ol class=\"wp-block-list has-small-font-size\">\n<li>Ensure that occupational safety and health management in the workplace is implemented properly and that the integrity of qualified machinery is intact and safe to operate;<\/li>\n\n\n\n<li>Conducting audits of compliance with enforced acts and the implemented occupational safety and health management system including OSR MS audits on each offshore petroleum utility;<\/li>\n\n\n\n<li>Review, assess, inspect and monitor the safety of petroleum storage and handling premises;<\/li>\n\n\n\n<li>Assess the Industrial Activity Reports and Site Emergency Plans prepared and submitted by manufacturers of major hazardous installations to the Department in compliance with the requirements of CIMAH Regulations;<\/li>\n\n\n\n<li>Conducting investigations and prosecutions for cases related to petroleum safety and major hazardous installations;<\/li>\n\n\n\n<li>Ensure that the transportation and handling system of petroleum materials through land and water pipelines is safe and free from safety hazards and disruptions;<\/li>\n\n\n\n<li>Develop legislation such as industry regulatory guidelines and industry standards related to petroleum safety as well as review and study existing legislation; and<\/li>\n\n\n\n<li>Head Office Coordinator (for Special Risk Section activities) of the state office.<\/li>\n<\/ol>\n<\/div><\/div>\n<\/div><\/div><\/div>\n\n\n\n<div class=\"wp-block-kadence-pane has-small-font-size\">\n<li>Conducting classification and verification of industrial activities against hazardous materials that may contribute to major accidents;<\/li>\n\n\n\n<li>Review and evaluate Industrial Activity Reports, Site Emergency Reports, Public Information and Safe Operation Documents based on CIMAH regulations;<\/li>\n\n\n\n<li>Planning and conducting audits, inspections and analyzing compliance achievements at major hazardous installation sites;<\/li>\n\n\n\n<li>ERP coordination with external agencies such as local authorities\/communities;<\/li>\n\n\n\n<li>Establishing standards and standards for site emergency plans at the national and international levels;<\/li>\n\n\n\n<li>Providing advisory services to government and non-government agencies on issues related to major accidents;\n<ul class=\"wp-block-list has-small-font-size\">\n<li>Preparation, mitigation, recovery<\/li>\n\n\n\n<li>Calibration among agencies under MKN (MKN 20)<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Focus on preventing major accidents based on Topographic Risk;<\/li>\n\n\n\n<li>Develop methods and management of major hazardous accidents that are appropriate for the country (Industrial Impact);<\/li>\n\n\n\n<li>Assisting the industry in implementing local and international industry best practices in the management of major industrial hazard disasters; and<\/li>\n\n\n\n<li>Control, administer and supervise the system of recognition and accreditation of teaching staff and teaching centres.<\/li>\n\n\n\n<li>Conducting an assessment\/audit on &#039;aging plants&#039; on plants over 20 years old to ensure integrity and good machinery for operation.<\/li>\n<\/ol>\n<\/div><\/div>\n<\/div><\/div><\/div>\n\n\n\n<div class=\"wp-block-kadence-pane kt-accordion-pane kt-accordion-pane-3 kt-pane936_afcd9e-14\"><div class=\"kt-accordion-header-wrap\"><button class=\"kt-blocks-accordion-header class=\"kt-blocks-accordion-icon-trigger\"><\/span><\/button><\/div><div class=\"kt-accordion-panel kt-accordion-panel-hidden\"><div class=\"kt-accordion-panel-inner\">\n<div class=\"wp-block-cover has-small-font-size\">\n<li>Ensure applications for extension of qualification certificates are in accordance with legal provisions and the Director General&#039;s Circular;<\/li>\n\n\n\n<li>Conduct field verification of applicants for extension of qualification certificates and propose verification results to the Director General;<\/li>\n\n\n\n<li>Process applications for the Special Inspection Scheme in accordance with the provisions of the SSI Regulations;<\/li>\n\n\n\n<li>Evaluate and approve <em>methodology<\/em> which will be used by organizations applying to implement SSI;<\/li>\n\n\n\n<li>Assess the organization&#039;s capabilities in terms of knowledge, safety and health management practices before implementing SSI;<\/li>\n\n\n\n<li>Conducting SSI inspections and audits before renewing the qualification certificate according to a certain period; and<\/li>\n\n\n\n<li>Carrying out promotional and publicity activities related to the implementation of SSI Regulations.<\/li>\n<\/ol>\n<\/div><\/div>\n<\/div><\/div><\/div>\n\n\n\n<div class=\"wp-block-kadence-pane kt-accordion-pane kt-accordion-pane-4 kt-pane936_9951a3-0f\"><div accidents;<\/li>\n\n\n\n<li>Preparing\/reviewing investigation papers for prosecution purposes;<\/li>\n\n\n\n<li>Handling prosecution cases;<\/li>\n\n\n\n<li>Develop and strengthen investigation and prosecution teams;<\/li>\n\n\n\n<li>Review, evaluate and research previous petroleum accident cases;<\/li>\n\n\n\n<li>Develop and enhance human capital knowledge for officers;<\/li>\n\n\n\n<li>Using the latest and available methods and technology for prosecution cases; and<\/li>\n\n\n\n<li>Conducting inquiries into petroleum-related accidents.<\/li>\n<\/ol>\n<\/div><\/div>\n<\/div><\/div><\/div>\n\n\n\n<div class=\"wp-block-kadence-pane kt-accordion-pane kt-accordion-pane-5 kt-pane936_d911a1-9a\"><div kt-accordion-panel-hidden\"><div class=\"kt-accordion-panel-inner\">\n<div class=\"wp-block-cover is-light\" style=\"border-radius:20px;box-shadow:var(--wp--preset--shadow--natural);min-height:50px;aspect-ratio:unset;\"><span aria-hidden=\"true\" class=\"wp-block-cover__background has-small-font-size\">\n<li>Enforce the Petroleum (Safety Measures) Act 1984, the Occupational Safety and Health Act 1994 and the Factories and Machinery Act 1967;<\/li>\n\n\n\n<li>Conduct audits of the Occupational Safety and Health Management System and the Asset Integrity Management System used (Offshore Self-Regulation Management System \u2013 OSR-MS);<\/li>\n\n\n\n<li>Ensure that the structures, equipment, facilities and tools used are designed in accordance with recognized industry codes of practice;<\/li>\n\n\n\n<li>Conducting offshore petroleum pipeline integrity management audits;<\/li>\n\n\n\n<li>Carrying out preventive, monitoring and health control activities for workers on the platform;<\/li>\n\n\n\n<li>Conducting investigations into complaints and accidents;<\/li>\n\n\n\n<li>Investigating for the purpose of prosecution of violations of the law;<\/li>\n\n\n\n<li>Develop and review regulations and guidelines related to occupational safety and health;<\/li>\n\n\n\n<li>Establish a national inventory of oil and gas platforms and the use of machinery in offshore activities;<\/li>\n\n\n\n<li>Member of the Committee related to the Exclusive Economic Zone together with other authorities; and<\/li>\n\n\n\n<li>Carrying out promotional and publicity activities to customers and government and private agencies.<\/li>\n<\/ol>\n<\/div><\/div>\n<\/div><\/div><\/div>\n\n\n\n<div class=\"wp-block-kadence-pane kt-accordion-pane kt-accordion-pane-6 kt-pane936_6d1c9f-0a\"><div
