class=\"has-small-font-size\"><strong>APPLICATION FOR PERMIT TO INSTALL (PTI) \/ OPERATE (PTO) PETROLEUM PIPELINES AND BULK STORAGE AND APPROVAL OF PETROLEUM EQUIPMENT<\/strong><\/p>\n\n\n\n<p class=\"has-small-font-size\"><strong>Introduction<\/strong><\/p>\n\n\n\n<p class=\"has-small-font-size\">In October 1992, the Ministry of Domestic Trade and Consumer Affairs (KPDNHEP) was given the responsibility of administering the Petroleum (Safety Measures) Act 1984 and related regulations thereunder. This Act regulates the safety of the petroleum industry which includes the safety aspects of transportation, storage, handling and use of equipment\/hardware of petroleum materials. To ensure the smooth enforcement of this Act, KPDNHEP has given the responsibility to DOSH to implement one of the Regulations under this Act, namely the Petroleum (Safety Measures) Regulations (Transportation of Petroleum Through Pipelines) 1985.&nbsp;<strong><br><br><\/strong><strong>Purpose<br><\/strong>This guide aims to explain to applicants the application procedure for permission to install (PTI) \/ operate (PTO) pipelines and bulk storage as well as petroleum equipment approval. Applications are divided into four categories;<br>&nbsp; &nbsp;&nbsp; &nbsp;i. Permission to install (PTI) petroleum pipelines<br>&nbsp; &nbsp;&nbsp; &nbsp;ii. Petroleum pipeline operating permit (PTO)<br>&nbsp; &nbsp;&nbsp; &nbsp;iii. Permission to install (PTI) bulk storage of Liquefied Petroleum Gas (GPC\/LPG) and fuel gas pipeline system to appliances<br>&nbsp; &nbsp;&nbsp; &nbsp;iv. Petroleum<\/strong><strong><br>&nbsp; &nbsp;&nbsp; &nbsp; &nbsp;&nbsp;&nbsp; &nbsp;<br><\/strong>Any mineral oil or related hydrocarbon and natural gas occurring in its natural state and casing head petroleum spirit including bituminous shale and other stratified deposits from which oil can be obtained, including petroleum products.<strong><br>&nbsp; &nbsp;&nbsp;&nbsp;<br>ii. Petroleum Products<br>&nbsp; &nbsp;&nbsp; &nbsp; &nbsp;&nbsp;&nbsp;&nbsp;<br><\/strong>All substances derived from petroleum, namely:<strong><br>&nbsp; &nbsp;&nbsp; &nbsp; &nbsp;&nbsp;&nbsp;&nbsp;<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-small-font-size\">Methane, ethane, propane, butane or hydrocarbons which may contain one or more of the above gases either in gaseous or liquid form (Ex: natural gas and LPG)&nbsp; &nbsp;&nbsp; &nbsp;&nbsp;&nbsp;&nbsp;<\/li>\n\n\n\n<li class=\"has-small-font-size\">Gasoline<\/li>\n\n\n\n<li class=\"has-small-font-size\">Naphtha<\/li>\n\n\n\n<li class=\"has-small-font-size\">Reformat<\/li>\n\n\n\n<li class=\"has-small-font-size\">Kerosene<\/li>\n\n\n\n<li class=\"has-small-font-size\">Diesel<\/li>\n\n\n\n<li class=\"has-small-font-size\">Fuel Oil (Fuel Gas)<\/li>\n\n\n\n<li class=\"has-small-font-size\">Base Oil<\/li>\n\n\n\n<li class=\"has-small-font-size\">Lubricating Oil<\/li>\n\n\n\n<li class=\"has-small-font-size\">Asphalt \/ Bitumen<\/li>\n\n\n\n<li class=\"has-small-font-size\">Grease and Wax<strong>&nbsp; &nbsp;&nbsp;<\/strong><\/li>\n<\/ul>\n\n\n\n<p class=\"has-text-align-left has-small-font-size\"><strong>&nbsp;iii. Petroleum Pipeline<br>&nbsp; &nbsp;&nbsp; &nbsp; &nbsp;&nbsp;&nbsp; &nbsp;&nbsp;&nbsp;&nbsp;<br><\/strong>Petroleum Pipelines are all parts of the physical facilities through which petroleum materials are moved for transportation including pipes, valves and other equipment attached to the pipes, pumps, compressor units, meters, regulators and numerical couples.<strong><br>&nbsp; &nbsp;&nbsp; &nbsp;<br>iv. Bulk Storage<br>&nbsp;&nbsp; &nbsp;&nbsp;&nbsp; &nbsp;&nbsp;&nbsp; &nbsp;<br><\/strong>Liquefied petroleum gas (LPG\/GPC) storage system from tanks or cylinders (more than two 50 kg industrial cylinders).<strong><br>&nbsp; &nbsp;&nbsp;&nbsp;<br>v. Petroleum Equipment<br>&nbsp; &nbsp;&nbsp; &nbsp; &nbsp;&nbsp;&nbsp;&nbsp;<br><\/strong>Petroleum equipment is all parts of the physical facilities installed in petroleum pipelines, such as valves, meters, regulators and the like.<\/p>\n<\/div><\/div>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-kadence-tab kt-tab-inner-content kt-inner-tab-3 kt-inner-tab1b021d-dc\"><div class=\"kt-tab-inner-content-inner\">\n<div class=\"wp-block-cover is-light\" style=\"border-radius:20px;box-shadow:var(--wp--preset--shadow--natural);min-height:50px;aspect-ratio:unset;\"><span aria-hidden=\"true\" class=\"wp-block-cover__background has-accent-4-background-color has-background-dim-60 has-background-dim\"><\/span><div class=\"wp-block-cover__inner-container is-layout-flow wp-block-cover-is-layout-flow\">\n<p class=\"has-text-align-left has-small-font-size\"><strong>Scope of Application of the Petroleum (Transportation by Pipeline) Regulations 1985<\/strong><\/p>\n\n\n\n<p class=\"has-small-font-size\"><strong>i. Permission to Install (PTI) and Operate (PTO) Petroleum Pipeline<\/strong><\/p>\n\n\n\n<p class=\"has-small-font-size\">PTI and PTO applications must be obtained for:<\/p>\n\n\n\n<p class=\"has-small-font-size\">a) Pipelines that transport liquid petroleum between production facilities, tank farms, natural gas processing plants, refineries, service stations, terminals (marine, rail and truck) and other delivery and receiving points.<\/p>\n\n\n\n<p class=\"has-small-font-size\">b) Pipelines that transport natural gas from the outlet of separators or traps in oil wells to the outlet of the consumer meter set, including gas processing plants, metering and regulating stations. (Installation of pipelines after the city gate station until before the metering and regulating station at the factory is subject to the Gas Supply Act 1993).<\/p>\n\n\n\n<p class=\"has-small-font-size\">All design, construction, installation, testing and safety aspects of operation and maintenance of pipelines transporting natural gas must comply with the ASME B 31.8 Standard Code, while for pipelines transporting liquid petroleum, the ASME B 31.4 Standard Code is applicable. Permission to Install (PTI) Bulk Storage of Liquefied Petroleum Gas (GPC\/LPG) and Fuel Gas Pipeline System to Burners (appliances)<\/strong><\/p>\n\n\n\n<p class=\"has-small-font-size\">All substances derived from petroleum, namely:<\/p>\n\n\n\n<p class=\"has-small-font-size\">a. Installation of two or more GPC cylinders at the factory premises. See&nbsp;<strong><a href=\"https:\/\/dosh.gov.my\/wp-content\/uploads\/2025\/02\/pl_rajah_2.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Figure 2<\/a><\/strong>. &nbsp;&nbsp;<br>b. Installation of two GPC cylinders for liquid output systems at any premises. &nbsp;&nbsp;&nbsp; &nbsp; &nbsp;&nbsp;&nbsp; &nbsp;<br>c. Installation of GPC Bulk Tanks (200kg, 2.5 kL, 10 kL, 60 kL and so on) at any premises. Installation of gas pipelines (fuel gas) at Power Plants and Petrochemical Plants. See&nbsp;<strong><a href=\"https:\/\/dosh.gov.my\/wp-content\/uploads\/2025\/02\/pl_rajah_1-2.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Figure 1<\/a><\/strong>.<\/p>\n\n\n\n<p class=\"has-small-font-size\">All design, installation, testing and operational safety aspects for the installation of systems a, b, c and d above must comply with the MS 830 and MS 930 design codes.<\/p>\n\n\n\n<p class=\"has-small-font-size\">Meanwhile, for the installation of the e-system, the design codes used are ASME B 31.1 (Installation of gas pipelines in power plants) and ASME B 31.3 (Installation of pipelines in petrochemical plants).<\/p>\n\n\n\n<p class=\"has-small-font-size\"><strong>iii.    Approval of Petroleum Equipment<\/strong><\/p>\n\n\n\n<p class=\"has-text-align-left has-small-font-size\">Applications for approval to use petroleum equipment must be obtained for all types of valves (e.g. ball valves, check valves, gate valves, meters, regulators, monolithic joints, etc.).<\/p>\n<\/div><\/div>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-kadence-tab kt-tab-inner-content kt-inner-tab-4 kt-inner-tab54fe61-f7\"><div class=\"kt-tab-inner-content-inner\">\n<div class=\"wp-block-cover is-light\"
