For example, the regulations in Malaysia<sup>1<\/sup>&nbsp;sets this distance as 10 feet, while in the UK<sup>2<\/sup>, Singapore<sup>3<\/sup>&nbsp;and Australia<sup>4<\/sup>&nbsp;is 2 meters. In New Zealand<sup>5<\/sup>&nbsp;and Singapore<sup>6<\/sup>&nbsp;the set distance is 3 meters.<\/li>\n\n\n\n<li>The prescribed distance is no longer enforced in the UK.\n<ul class=\"wp-block-list\">\n<li><sup>1<\/sup>&nbsp;refer to regulation 12, Factories and Machinery (Safety, Health and Welfare) Regulations 1970<\/li>\n\n\n\n<li><sup>2<\/sup>&nbsp;refer to sub-regulation 6(3),&nbsp;<em>the Construction (Health, Safety and Welfare) Regulations<\/em>&nbsp;1996<\/li>\n\n\n\n<li><sup>3<\/sup>&nbsp;refer to rule 8,&nbsp;<em>the Workplace Safety and Health (Work at Heights) Regulations<\/em>&nbsp;2013<\/li>\n\n\n\n<li><sup>4<\/sup>&nbsp;refer to rule 291,&nbsp;<em>the Work Health and Safety Regulations<\/em>&nbsp;2011<\/li>\n\n\n\n<li><sup>5<\/sup>&nbsp;refer to rule 21,&nbsp;<em>the Health and Safety in Employment Regulations<\/em>&nbsp;1995<\/li>\n\n\n\n<li><sup>6<\/sup>&nbsp;refer to rule 2,&nbsp;<em>the Workplace Safety and Health (Work at Heights) Regulations<\/em>&nbsp;2013<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n\n\n\n<p class=\"has-link-color has-small-font-size wp-elements-1ea0ee1181c99b4d4a3ccbb5c3c04c72\"><strong>Difference in Set Distance<\/strong><\/p>\n\n\n\n<ol start=\"7\" class=\"wp-block-list has-link-color has-small-font-size wp-elements-d3bc7073af0758a3a1930dea5413a4c6\">\n<li>Although there are differences in the aspect of determining this distance, the purpose of the law is the same, which is to prevent personal injury to workers.<\/li>\n\n\n\n<li>Falling at this designated distance has been classified as high risk<sup>3, 5<\/sup>, and is highly likely to cause personal injury to workers.<\/li>\n\n\n\n<li>This distance can be related to the probability of a worker sustaining an injury and the severity of the injury if they fall from a specified distance. This probability is influenced by past accident information, the physical size of the worker and the conditions at the scene of the fall.<\/li>\n\n\n\n<li>Therefore, these differences may be due to differences in the results of risk assessments conducted in these countries at the time the regulations were enacted.<\/li>\n<\/ol>\n\n\n\n<p class=\"has-link-color has-small-font-size wp-elements-3adb5faaceaafc088cfd47655bb72fdb\"><strong>Steps Set<\/strong><\/p>\n\n\n\n<ol start=\"11\" class=\"wp-block-list has-link-color has-small-font-size wp-elements-8ddf4aff146b2d6bc0a2e9233d7b7e52\">\n<li>It is important to note that each regulation requires employers to take prescribed measures if the risk assessment indicates that employees may fall within this prescribed distance.<\/li>\n<\/ol>\n\n\n\n<p class=\"has-link-color has-small-font-size wp-elements-8a54a5d10c6f78576326f484306c92b3\"><strong>The Existence of Other Dangers<\/strong><\/p>\n\n\n\n<ol start=\"12\" class=\"wp-block-list has-link-color has-small-font-size wp-elements-2272caf11c171c98353bca5d4b7cf76f\">\n<li>This does not mean that if the risk of falling is less than this limit, the employer does not need to take reasonable steps to prevent personal injury to employees.<\/li>\n\n\n\n<li>The decision to determine the appropriate control measures to be taken should be based on a risk assessment, taking into account other hazards that may exist.<\/li>\n\n\n\n<li>For example, if the fall hazard is less than 10 feet, but there are other hazards such as nails protruding from the falling surface, then the employer needs to take appropriate steps to protect employees from those hazards.<\/li>\n<\/ol>\n\n\n\n<p class=\"has-link-color has-small-font-size wp-elements-66432af7bdf6c48f66297a053dbf3df6\"><strong>Quick Guide<\/strong><\/p>\n\n\n\n<ol start=\"15\" class=\"wp-block-list has-link-color has-small-font-size wp-elements-d572a71503c065d6a83868c518c1b5f7\">\n<li>Before working at height, employers should go through these simple stages:\n<ul class=\"wp-block-list\">\n<li>If practical, avoid working at heights,<\/li>\n\n\n\n<li>if not practical, prevent falls by using either existing workplaces or proper equipment;<\/li>\n\n\n\n<li>If the risk cannot be eliminated, reduce the consequences and fall distance, using the right equipment.<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n\n\n\n<p class=\"has-link-color has-small-font-size wp-elements-271041a9b4bd44c7de5e48257a326d5a\">Figure 1 provides further guidance and examples for each stage.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"705\" src=\"https:\/\/dosh.gov.my\/wp-content\/uploads\/2025\/01\/image-5-1024x705.png\" alt=\"\" class=\"wp-image-6368\" srcset=\"https:\/\/dosh.gov.my\/wp-content\/uploads\/2025\/01\/image-5-1024x705.png 1024w, https:\/\/dosh.gov.my\/wp-content\/uploads\/2025\/01\/image-5-300x207.png 300w, https:\/\/dosh.gov.my\/wp-content\/uploads\/2025\/01\/image-5-768x529.png 768w, https:\/\/dosh.gov.my\/wp-content\/uploads\/2025\/01\/image-5-18x12.png 18w, https:\/\/dosh.gov.my\/wp-content\/uploads\/2025\/01\/image-5.png 1040w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<ol start=\"16\" class=\"wp-block-list has-link-color has-small-font-size wp-elements-a9305ccd3b7ca01b910db0d9328edf3f\">\n<li>Employers should:\n<ul class=\"wp-block-list\">\n<li>whenever possible, work at ground level;<\/li>\n\n\n\n<li>ensure that workers have safe routes to work at heights;<\/li>\n\n\n\n<li>ensure that equipment is suitable, sturdy and strong enough to carry out the work, maintained and inspected regularly;<\/li>\n\n\n\n<li>ensure there is no overload or overreach when working at height;<\/li>\n\n\n\n<li>take precautions when working near or on fragile surfaces;<\/li>\n\n\n\n<li>provide protection for falling objects;<\/li>\n\n\n\n<li>Consider emergency evacuation and rescue procedures.<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n\n\n\n<p class=\"has-link-color has-small-font-size wp-elements-5c2712cf678f9a549710b3a9abd59c96\"><strong>Employee Skills, Knowledge and Experience<\/strong><\/p>\n\n\n\n<ol start=\"17\" class=\"wp-block-list has-link-color has-small-font-size wp-elements-5b10c54914b05f9aa5af77fd17da648f\">\n<li>Employers must ensure that employees with sufficient skills, knowledge and experience (SKE) are appointed to work, or, if they are being trained, their work is supervised by someone with sufficient SKE to do it.<\/li>\n\n\n\n<li>For low-risk, short-term tasks (short term means tasks that take less than 30 minutes) using a folding ladder, the SKE requirement may be no more than ensuring that workers receive instruction on how to use the equipment safely (for example, how to properly set up a folding ladder) and appropriate training. Training is usually provided on the job and not necessarily in a classroom.<\/li>\n\n\n\n<li>Where a more technical level of SKE is required, for example designing and erecting scaffolding, existing training and recognition schemes help demonstrate SKE.<\/li>\n<\/ol>\n\n\n\n<p class=\"has-link-color has-small-font-size wp-elements-5b28fdce7e51d7d29809db129abd46e5\"><strong>Apply the General Principles of Prevention<\/strong><\/p>\n\n\n\n<ol start=\"20\" class=\"wp-block-list has-link-color has-small-font-size wp-elements-c04f769654b41d6adfc7cdf507659adc\">\n<li class=\"has-small-font-size\">The general principle of prevention encourages employers to first consider collective protection, which means that all workers at risk are protected. Then, if this is not practical, use individual protection, which only protects one worker.<\/li>\n\n\n\n<li>Collective protection is equipment that does not require workers to act for it to be effective, for example guard rails (also called passive protection).<\/li>\n\n\n\n<li>Personal protection (also called active protection) is equipment that requires workers to act for it to be effective, for example wearing a safety harness correctly and being attached, using an energy-absorbing lanyard, etc.&nbsp;<em>anchor point<\/em>&nbsp;which is appropriate.<\/li>\n\n\n\n<li class=\"has-small-font-size\">Figure 1 provides further guidance.<\/li>\n<\/ol>\n\n\n\n<p class=\"has-link-color has-small-font-size wp-elements-f08844520e8d7dc67198046faf37fc6d\"><strong>Planning work at height<\/strong><\/p>\n\n\n\n<ol start=\"24\" class=\"wp-block-list has-link-color has-small-font-size wp-elements-7b7c74f2f811aad586196411f5f5ec2b\">\n<li>Employers should:\n<ul class=\"wp-block-list\">\n<li>take into account weather conditions that may affect worker safety;<\/li>\n\n\n\n<li>check that the place (e.g. roof) where work at height will be done is safe. Every place where workers will work at height is checked every time, before use;<\/li>\n\n\n\n<li>stop objects or materials from falling or, if this is not practical, take appropriate and sufficient steps to ensure that no one can be injured, for example marking off no-go zones or using safety nets to trap falling objects;<\/li>\n\n\n\n<li>store objects and materials safely, so that if they collapse or are disturbed they do not cause injury;<\/li>\n\n\n\n<li>Plan for emergencies and rescue, for example, agree on a set of evacuation procedures. Think about the possible situations and make sure employees are aware of these procedures. Don&#039;t rely solely on the Fire Department for your rescue plan.<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n\n\n\n<p class=\"has-link-color has-small-font-size wp-elements-137fb970e692a21c08c8951e9c8317d6\"><strong>Choosing the right equipment<\/strong><\/p>\n\n\n\n<ol start=\"25\" class=\"wp-block-list has-link-color has-small-font-size wp-elements-14e1ad07e0d2a41af0a5ebc2476ec86f\">\n<li>Employers should:\n<ul class=\"wp-block-list\">\n<li>provide the most appropriate equipment for the task (use Figure 1 for guidance);<\/li>\n\n\n\n<li>take into account factors such as:\n<ol class=\"wp-block-list\">\n<li>working conditions (e.g., weather, available space);<\/li>\n\n\n\n<li>nature, frequency and duration of work;<\/li>\n\n\n\n<li>risks to the safety of everyone where the equipment will be used (including during installation and dismantling);<\/li>\n<\/ol>\n<\/li>\n\n\n\n<li>refer&nbsp;<em>the Guidelines for the Prevention of Falls at Workplaces<\/em>&nbsp;(see Further Information).<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n\n\n\n<p class=\"has-link-color has-small-font-size wp-elements-fcddcb0239f3a6b19f26331d6f70a063\"><strong>Ensure equipment is in good condition<\/strong><\/p>\n\n\n\n<ol start=\"26\" class=\"wp-block-list has-link-color has-small-font-size wp-elements-641595434615a29e3f2c3a91d37185c9\">\n<li>Equipment, for example scaffolding, must be installed according to the approved design and manufacturer&#039;s instructions.<\/li>\n\n\n\n<li>If the safety of equipment depends on the method of installation, the employer must ensure that it is not in use before being inspected by a person with the required SKE before use.<\/li>\n\n\n\n<li>Inspections should be carried out at appropriate intervals depending on the environment (e.g., adverse weather, accidental damage) and usage.<\/li>\n\n\n\n<li>Keep records of any inspections.<\/li>\n<\/ol>\n\n\n\n<p class=\"has-link-color has-small-font-size wp-elements-7cfd059913ee14b9a377de6d8981d37d\"><strong>Employer and Employee Cooperation<\/strong><\/p>\n\n\n\n<ol start=\"30\" class=\"wp-block-list has-link-color has-small-font-size wp-elements-9b7ebf76c6ceba9dfabd166b4a4fff56\">\n<li>The law places a general duty on employees to, reasonably, take care of themselves and others who may be affected by their actions, and to cooperate with employers to comply with the law.<\/li>\n\n\n\n<li>Employees must:\n<ul class=\"wp-block-list\">\n<li>use the safety equipment and devices provided or supplied correctly, in accordance with instructions and training.
