<strong>National Occupational Safety and Health Week 2024 in conjunction with the Seminar on Occupational Safety and Health Regulations (Construction Work, Design and Management) 2024<\/strong> on this day.<\/li>\n<\/ol>\n\n\n\n<ol start=\"2\" class=\"wp-block-list has-small-font-size\">\n<li>I would also like to take this opportunity to congratulate and commend the National Council for Occupational Safety and Health and the Department of Occupational Safety and Health for organising this event.<\/li>\n<\/ol>\n\n\n\n<p class=\"has-small-font-size\">Dear Sirs and Ladies and Gentlemen,<\/p>\n\n\n\n<p class=\"has-small-font-size\"><strong>(Introduction to OSH Week and&nbsp;<\/strong><\/p>\n\n\n\n<ol start=\"3\" class=\"wp-block-list has-small-font-size\">\n<li>Occupational Safety and Health Week or known as OSHWEEK is an annual event celebrated every year following a Cabinet directive on 24 May 2006.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"4\" class=\"wp-block-list has-small-font-size\">\n<li>Various programs and activities are planned to celebrate Occupational Safety and Health Week 2024 and the priority this year is to hold announcements related to the Occupational Safety and Health Act (Amendment 2022) which has come into effect starting<br><strong>June 1, 2024 <\/strong>as well as subsidiary legislation under it which will be enforced in stages.<\/li>\n<\/ol>\n\n\n\n<ol start=\"5\" class=\"wp-block-list has-small-font-size\">\n<li>This is in line with <strong>The main objective of the OSH week celebration<\/strong> among which are <strong>delivering the latest information on Occupational Safety and Health issues as well as creating smart information sharing between the government, employers and employees.<\/strong><\/li>\n<\/ol>\n\n\n\n<ol start=\"6\" class=\"wp-block-list has-small-font-size\">\n<li>At the same time, it is also a platform for cooperation between government agencies and relevant private parties to <strong>further improve the level of occupational safety and health of workers in our country<\/strong> and today, the focus is on <strong>construction sector.<\/strong><\/li>\n<\/ol>\n\n\n\n<ol start=\"7\" class=\"wp-block-list has-small-font-size\">\n<li>The construction sector is among <strong>the main contributor to the country&#039;s economic development<\/strong> as well as <strong>determine the direction of a country&#039;s infrastructure<\/strong>Therefore, the Government has focused on the construction sector to <strong>ensuring that this sector continues to grow rapidly, sustainably and competitively.<\/strong><\/li>\n<\/ol>\n\n\n\n<p class=\"has-small-font-size\">&nbsp;Dear Sirs and Ladies and Gentlemen,<\/p>\n\n\n\n<p class=\"has-small-font-size\"><strong>(OSH Week 2024 Concept)<\/strong><\/p>\n\n\n\n<ol start=\"8\" class=\"wp-block-list has-small-font-size\">\n<li>Every year, Occupational Safety and Health Week is celebrated on the week <strong>2nd of July<\/strong>, but this year, Occupational Safety and Health Week was celebrated <strong>throughout June 2024 until <\/strong><strong><br><\/strong><strong>July 31, 2024.<\/strong><\/li>\n<\/ol>\n\n\n\n<ol start=\"9\" class=\"wp-block-list has-small-font-size\">\n<li>This is intended to provide sufficient time for all stakeholders to participate and implement programs and activities, especially related to <strong>Occupational Safety and Health (Amendment) Act 2022<\/strong> as well as subsidiary legislation under it so that accurate and precise information can be distributed directly to everyone.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"10\" class=\"wp-block-list has-small-font-size\">\n<li>As much as <strong>6 National OSH New Legislation Announcement programs<\/strong> through a Roadshow involving 6 zones, and through this announcement 1,243 participants were physically present while 6,281 participants were present online. In addition, the operation <strong>Spread of OSH Legislation National OSH Revolution<\/strong> or known as <strong>SPARK <\/strong>was held on <strong>12-27 June 2024<\/strong> simultaneously throughout the country to monitor industry knowledge related to the Occupational Safety and Health Act (Amendment) 2022.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"11\" class=\"wp-block-list has-small-font-size\">\n<li>Apart from that, since the gazettement of the Occupational Safety and Health Act (Amendment) 2022 on 16 March 2022, the Department has also received 55 applications for talks involving various programs related to this new legislation.<\/li>\n<\/ol>\n\n\n\n<ol start=\"12\" class=\"wp-block-list has-small-font-size\">\n<li>This step is taken to ensure that all stakeholders are able to apply the latest legal knowledge to strengthen compliance and improve worker safety and health not only in the sector <strong>construction<\/strong> but to all other sectors.<\/li>\n<\/ol>\n\n\n\n<p class=\"has-small-font-size\">Dear Sirs and Ladies and Gentlemen,<\/p>\n\n\n\n<p class=\"has-small-font-size\"><strong>(Theme of OSH Week 2024 and link to the seminar Occupational Safety and Health Regulations (Construction Work) Design and Management) 2024)<\/strong><\/p>\n\n\n\n<ol start=\"13\" class=\"wp-block-list has-small-font-size\">\n<li>The theme of this year&#039;s Occupational Safety and Health Week is <strong>OSH Landscape Revolution: Post Occupational Safety and Health (Amendment) Act 2022 and Factories and Machinery (Repeal) Act 2022<\/strong>.<\/li>\n<\/ol>\n\n\n\n<ol start=\"14\" class=\"wp-block-list has-small-font-size\">\n<li>In line with this year&#039;s theme, the programs and activities planned and implemented are aimed at publicizing and promoting the <strong>Occupational Safety and Health (Amendment) Act 2022 and Factories and Machinery (Repeal) Act 2022<\/strong>, as well as subsidiary legislations under it which have been enacted throughout the state according to Zones.<\/li>\n<\/ol>\n\n\n\n<ol start=\"15\" class=\"wp-block-list has-small-font-size\">\n<li>On this day, <strong>Occupational Safety and Health (Construction Work) Design and Management) Regulations 2024 <\/strong>will be discussed in detail for the knowledge of all present.<\/li>\n<\/ol>\n\n\n\n<ol start=\"16\" class=\"wp-block-list has-small-font-size\">\n<li><strong>Occupational Safety and Health (Construction Work) Design and Management) Regulations 2024 <\/strong>which came into force on<strong> <\/strong><strong><br><\/strong><strong>June 1, 2024&nbsp; <\/strong>enacted for the purpose<strong> ensuring that construction projects are carried out safely and healthily by setting obligations for stakeholders such as clients, designers and builders.<\/strong><\/li>\n<\/ol>\n\n\n\n<p class=\"has-small-font-size\">Dear Sirs and Ladies and Gentlemen,<\/p>\n\n\n\n<p class=\"has-small-font-size\"><strong>(Construction sector Accident Statistics)<\/strong><\/p>\n\n\n\n<ol start=\"17\" class=\"wp-block-list has-small-font-size\">\n<li>If you look at the above in detail <strong>national occupational injury statistics<\/strong> The construction sector reported to DOKKP found:\n<ol class=\"wp-block-list\">\n<li><strong>Fatal injury rate (per 100,000 workers)<\/strong>&nbsp; decreased from <strong>6.30 per 100,000 employees<\/strong> in 2021 <strong>to 6.15 per 100,000 <\/strong>workers in 2022;&nbsp;<\/li>\n\n\n\n<li>This amount is <strong>45.48%<\/strong> decrease in the year <strong>2022 compared to 2019<\/strong> (fatal injury rate in 2019 was 11.28 per 100,000 workers)<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n\n\n\n<ol start=\"18\" class=\"wp-block-list has-small-font-size\">\n<li>The government, through DOSH, has and will implement various initiatives to ensure that the construction sector, although a high-risk sector, can be properly controlled in terms of occupational safety and health.<\/li>\n<\/ol>\n\n\n\n<ol start=\"19\" class=\"wp-block-list has-small-font-size\">\n<li>Accordingly it is expected through&nbsp; <strong>Occupational Safety and Health (Construction Work) Design and Management) Regulations 2024, <\/strong>The parties given the duty will work together to manage the project so that it is always safe throughout the construction, maintenance and demolition period and can help reduce fatal injury cases and occupational injury cases which are currently in a phase that requires serious attention.<\/li>\n<\/ol>\n\n\n\n<p class=\"has-small-font-size\">Dear Sirs and Ladies and Gentlemen,<\/p>\n\n\n\n<p class=\"has-small-font-size\"><strong>(Relating the Theme of Labor Day, National OSH and Hopes and Conclusions)<\/strong><\/p>\n\n\n\n<ol start=\"20\" class=\"wp-block-list has-small-font-size\">\n<li>Highlighting this year&#039;s Labor Day Theme, <strong>&quot;EMPLOYEES OF THE NATION&quot;<\/strong>&quot;, which reflects the Government&#039;s initiative to produce human capital that has the same cultural characteristics, values and aspirations <strong>in addition to being competent <\/strong>to innovate and explore new fields which are factors that will determine the country&#039;s future competitiveness and prosperity.<\/li>\n<\/ol>\n\n\n\n<ol start=\"21\" class=\"wp-block-list has-small-font-size\">\n<li>And, to reach that level, it is closely related to <strong>promoting a safe and healthy work culture<\/strong> to promote sustainable and competitive economic growth.<\/li>\n<\/ol>\n\n\n\n<ol start=\"22\" class=\"wp-block-list has-small-font-size\">\n<li>With enforcement <strong>Occupational Safety and Health (Amendment) Act 2022 <\/strong>This, the OSH landscape in our country will slowly change and this is one of the positive actions in improving the National OSH standards and it is closely related to <strong>employee welfare<\/strong> which is the joint responsibility of all parties.<\/li>\n<\/ol>\n\n\n\n<ol start=\"23\" class=\"wp-block-list has-small-font-size\">\n<li>The government has also successfully deposited the ratification document of the Convention <em>Occupational Safety and Health Convention, 1981<\/em> (No C155) International Labour Organization (ILO) on <strong>June 11, 2024<\/strong>This effort is also complementary to the implementation of related policies and legislation. <strong>national occupational safety and health<\/strong> following the above amendments <strong>Occupational Safety and Health Act 1994 [Act 514] (Amendment) 2022 [Act A1648]<\/strong> .<\/li>\n<\/ol>\n\n\n\n<ol start=\"24\" class=\"wp-block-list has-small-font-size\">\n<li>In this regard, I have high hopes that the formation of a safe and healthy work culture can be pursued jointly by the government, employers and employees in line with the tripartite principle pioneered by the International Labour Organization (ILO).<\/li>\n<\/ol>\n\n\n\n<ol start=\"25\" class=\"wp-block-list has-small-font-size\">\n<li>Next is the 3K concept, which is <strong>Employee Welfare, Skills and Success<\/strong> introduced by KESUMA for <strong>Malaysian worker welfare <\/strong>with <strong>improve labor policies and legislation including the Labor Code Amendments and subsidiary regulations<\/strong> under him become one success of the country.<\/li>\n<\/ol>\n\n\n\n<ol start=\"26\" class=\"wp-block-list has-small-font-size\">\n<li>With those words, and with the words, <strong>IN THE NAME OF GOD, this event is very significant because it coincides with the annual celebration of Occupational Safety and Health Week. <em>(OSH Week),<\/em> which is celebrated every year on the second week of July.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"5\" class=\"wp-block-list has-small-font-size\">\n<li>Nevertheless, the reception <em>OSH Week<\/em> This year is quite special because apart from starting as early as June, in conjunction with the enforcement date of the Occupational Safety and Health Act (Amendment) 2022, the theme <em>OSH Week<\/em> This year is also related to the AKKP (Amendment) 2022, namely <strong>OSH Landscape Revolution: Post Occupational Safety and Health (Amendment) Act 2022 and Factories and Machinery (Repeal) Act 2022.<\/strong> Symbolically, this awards ceremony is the Department&#039;s official ceremony to celebrate <strong><em>OSH Week<\/em><\/strong><strong> year 2024<\/strong>.&nbsp;&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"6\" class=\"wp-block-list has-small-font-size\">\n<li>This awards ceremony is an ongoing effort aimed at increasing awareness and levels of occupational safety and health in the workplace based on the concept of tripartism.&nbsp;<\/li>\n<\/ol>\n\n\n\n<p class=\"has-small-font-size\">Distinguished ladies and gentlemen,<\/p>\n\n\n\n<ol start=\"7\" class=\"wp-block-list has-small-font-size\">\n<li>The Ministry of Human Resources (KESUMA) through the Department of Occupational Safety and Health (DOH), is a government agency responsible for administering, managing and enforcing laws relating to occupational safety and health in the workplace and plays an important role in maintaining the well-being of the workforce.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"8\" class=\"wp-block-list has-small-font-size\">\n<li>This huge task requires unwavering cooperation and commitment from all stakeholders including the government, employers and employees.<\/li>\n<\/ol>\n\n\n\n<ol start=\"9\" class=\"wp-block-list has-small-font-size\">\n<li>In this context, I would like to emphasize the great responsibility and trust placed on FGV Holdings Berhad as one of the major players in the Malaysian palm oil industry.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"10\" class=\"wp-block-list has-small-font-size\">\n<li>The unique occupational safety and health risks in this sector require a flexible and adaptive approach to management. Effective risk management not only ensures the safety and health of our workers but also serves as a testament to the growth and excellence of our country&#039;s economy.<\/li>\n<\/ol>\n\n\n\n<p class=\"has-small-font-size\">Distinguished ladies and gentlemen,<\/p>\n\n\n\n<ol start=\"11\" class=\"wp-block-list has-small-font-size\">\n<li>Since 2023, FGV Holdings Berhad (FGV) has taken its own initiative to involve plants under FGV&#039;s control by participating in conducting a self-assessment of the asset integrity management system at their plants.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"12\" class=\"wp-block-list has-small-font-size\">\n<li>The self-assessment uses a system <strong><em>Aging Plant Information System (APIS)<\/em><\/strong> which has been developed by DOKKP. This system is designed to assist its users in asset integrity management by assessing the aging factors of a plant. It is hoped that this APIS system can assist FGV plants in assessing the aging factors of the plants under their control.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"13\" class=\"wp-block-list has-small-font-size\">\n<li>This self-initiative implemented by FGV is indeed worthy of being used as an example and given appreciation. At the initial stage, DOKKP has only introduced this system to all installations subject to the CIMAH Regulation 1996 and has not yet been extended to other installations.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"14\" class=\"wp-block-list has-small-font-size\">\n<li>However, FGV Holding Berhad has gone a step further by taking a decision to have all plants under FGV&#039;s control undergo a self-assessment of their asset integrity management using the APIS system, even though these plants are not installations subject to the CIMAH Regulations 1996.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"15\" class=\"wp-block-list has-small-font-size\">\n<li>The initiative and efforts of 86 plants under the supervision of FGV Holding Berhad that voluntarily participated in APIS are able to instill enthusiasm and increase awareness of self-regulation among the industry as well as foster the highest standards of safety and health in the workplace.<\/li>\n<\/ol>\n\n\n\n<p class=\"has-small-font-size\">Distinguished ladies and gentlemen,<\/p>\n\n\n\n<ol start=\"16\" class=\"wp-block-list has-small-font-size\">\n<li>The Department of Occupational Safety and Health (DOSH) has developed a system to assess plant aging factors in asset integrity management, namely <strong>Ageing Plant Management System (APMS).&nbsp;<\/strong><\/li>\n<\/ol>\n\n\n\n<ol start=\"17\" class=\"wp-block-list has-small-font-size\">\n<li>This management system aims to help workplaces conduct self-assessments of their plant&#039;s asset integrity management systems through a system <strong><em>&#039;Ageing Plant Information System&#039; (APIS)<\/em><\/strong>Monitoring the integrity of this asset aims to assess whether the plant is experiencing deterioration or obsolescence which could trigger plant aging issues regardless of its age, integrity or functional performance.<\/li>\n<\/ol>\n\n\n\n<ol start=\"18\" class=\"wp-block-list has-small-font-size\">\n<li>The deterioration or obsolescence of this plant, if not monitored, maintained and managed properly and efficiently, can lead to unplanned plant shutdowns and subsequently cause losses to the company.<\/li>\n<\/ol>\n\n\n\n<ol start=\"19\" class=\"wp-block-list has-small-font-size\">\n<li>The objective of the self-assessment through the APIS system is to assess asset integrity management which includes:<\/li>\n<\/ol>\n\n\n\n<ol class=\"wp-block-list has-small-font-size\">\n<li>Workplace management awareness and commitment to issues related to plant aging;<\/li>\n\n\n\n<li>Plant integrity monitoring methods used by the installation to ensure safety throughout the plant&#039;s operational period; This commitment is expressed through several approaches, including reviewing existing legislation involving Acts, Regulations and Guidelines.<\/li>\n<\/ol>\n\n\n\n<ol start=\"2\" class=\"wp-block-list has-small-font-size\">\n<li>This includes the gazettement of the Occupational Safety and Health (Amendment) Act 2022 which was implemented in line with the country&#039;s economic development with the emergence of various new job sectors that expose workers to various occupational safety and health (OSH) hazards.<\/li>\n<\/ol>\n\n\n\n<ol start=\"3\" class=\"wp-block-list has-small-font-size\">\n<li>This Amendment Act came into effect on 1 June 2024. The initiative to publicise this Act was actively carried out through the National OSH New Legislation Publicisation programme, in six (6) zones nationwide, starting on 20 May 2024 in Penang (Northern Zone) and ending on 29 May 2024 in Selangor (Central Zone). A total of 1,103 participants were physically present and 6,281 participants were online throughout the publicisation programme.<\/li>\n<\/ol>\n\n\n\n<ol start=\"4\" class=\"wp-block-list has-small-font-size\">\n<li>Operation SPARK took place for ten (10) days starting on 12 June 2024 until 27 June 2024 simultaneously throughout the country. Operation SPARK, which involved 1,241 workplaces, was carried out by DOSH officers through enforcement activities in various industrial sectors (a total of 40%), inspections of certified machinery (a total of 40%) and enforcement of construction sites (a total of 15%).&nbsp;&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"5\" class=\"wp-block-list has-small-font-size\">\n<li>The purpose of Operation SPARK was to publicize the coming into force of the Occupational Safety and Health (Amendment) Act 2022, and the repeal of the Factories and Machinery Act 1967. This operation also aimed to determine the effectiveness of the DOSH publicity strategy regarding the new National Occupational Safety and Health (OSH) legislation. As a result of this operation, 70% workplaces responded positively and informed them that they were aware of the latest amendments to the OSH Act.<\/li>\n<\/ol>\n\n\n\n<ol start=\"6\" class=\"wp-block-list has-small-font-size\">\n<li>In terms of dissemination methods, 43% respondents from the workplace stated that organizing roadshows and seminars had successfully provided information regarding the latest amendments to the OSH Act. Among the important elements outlined in the CLASS Regulations 2013 are the classification of chemicals and the submission of an annual inventory of hazardous chemicals through <em>Chemical Information Management System (CIMS).<\/em><\/li>\n<\/ol>\n\n\n\n<ol start=\"8\" class=\"wp-block-list has-small-font-size\">\n<li><em>Globally Harmonized System of Classification and Labeling of Chemicals<\/em>, or known as GHS, is a system of classification and labeling of chemicals developed by the United Nations (UN) in 2003.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"9\" class=\"wp-block-list has-small-font-size\">\n<li>The main purpose of developing the GHS is to strengthen communication of chemical hazards and promote trade in chemicals at the national and international levels.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"10\" class=\"wp-block-list has-small-font-size\">\n<li>In 2009, GHS was implemented in legislation enforced by DOSH through the gazettement of the CLASS Regulations 2013 and the Industry Code of Practice on the Classification of Hazardous Communication Chemicals (ICOP CHC) 2014.<\/li>\n<\/ol>\n\n\n\n<p class=\"has-small-font-size\">Distinguished guests,<\/p>\n\n\n\n<p class=\"has-small-font-size\"><em>(Chemical Information Management System (CIMS))<\/em><\/p>\n\n\n\n<ol start=\"11\" class=\"wp-block-list has-small-font-size\">\n<li>Regulation 14 under the CLASS Regulations 2013 stipulates the requirement for major suppliers to submit an inventory of hazardous chemicals to DOSH. This inventory covers hazardous chemicals imported or supplied in quantities of one (1) metric ton and more per calendar year. It must also be submitted to the Director General of DOSH no later than 31 March of the following year.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"12\" class=\"wp-block-list has-small-font-size\">\n<li>Therefore, <em>CIMS<\/em> developed by DOSH to enable suppliers to submit inventories of hazardous chemicals online.<\/li>\n<\/ol>\n\n\n\n<ol start=\"13\" class=\"wp-block-list has-small-font-size\">\n<li>This has a positive impact on the industry, especially in terms of saving costs and time used to complete the obligation to submit an inventory of hazardous chemicals.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"14\" class=\"wp-block-list has-small-font-size\">\n<li>For your information, as of December 2023, a total of 1664 user accounts have been registered in <em>CIMS<\/em>An increase of 166% was recorded in 2022 for the quantity of chemicals imported and manufactured compared to 2021, namely 803 million tonnes of chemicals in 2022 compared to 301 million tonnes of chemicals in 2021.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"15\" class=\"wp-block-list has-small-font-size\">\n<li>This trend of increasing quantities of hazardous chemicals clearly demonstrates the need for major suppliers to classify chemicals correctly and submit accurate inventories of hazardous chemicals through <em>CIMS.<\/em><\/li>\n<\/ol>\n\n\n\n<p class=\"has-small-font-size\">Distinguished guests,<\/p>\n\n\n\n<p class=\"has-small-font-size\"><em>(CATCH Development by MITI in Collaboration with UKM)<\/em><\/p>\n\n\n\n<ol start=\"16\" class=\"wp-block-list has-small-font-size\">\n<li>Compliance with the CLASS 2013 Regulations among industries is challenging because it requires input from trained people or people with expertise in the fields of classification and toxicology, in addition to the limited inventory submission period set by DOSH.<\/li>\n<\/ol>\n\n\n\n<ol start=\"17\" class=\"wp-block-list has-small-font-size\">\n<li>The industry, especially from the small and medium enterprise sector <em>(SMEs),<\/em> facing difficulties in classifying the chemical mixtures produced. This can affect the health of workers and at the same time have implications for the chemical trade.<\/li>\n\n\n\n<li>In this regard, in 2016, the Ministry of Investment, Trade and Industry (MITI) under the initiative <em>High Value-added and Complex Product Development Program,<\/em> has launched a project known as <em>&#039;Globally Harmonized System of Classification \u2013 Chemical Industry&#039;<\/em> and led by the National University of Malaysia (UKM).&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"19\" class=\"wp-block-list has-small-font-size\">\n<li>The main goal of the project is to help the industry comply with the CLASS Regulations 2013, while at the same time promoting the trade of chemicals at the national and international levels.<\/li>\n<\/ol>\n\n\n\n<ol start=\"20\" class=\"wp-block-list has-small-font-size\">\n<li>As a result of the project study, an online system known as <em>CATCH (Classification Tool for Chemical Mixtures)<\/em> was developed in 2017.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"21\" class=\"wp-block-list has-small-font-size\">\n<li>There are no fees charged for use. <em>CATCH,<\/em> however, registration is required before using <em>CATCH.<\/em>&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"22\" class=\"wp-block-list has-small-font-size\">\n<li>On 8 March 2023, a title agreement was signed between MITI and UKM, whereby MITI transferred the title <em>CATCH<\/em> entirely to UKM, and UKM is responsible for maintaining <em>CATCH.<\/em> Based on usage trends <em>CATCH,<\/em> found to be the main user <em>CATCH<\/em> consists of industry.<\/li>\n<\/ol>\n\n\n\n<p class=\"has-small-font-size\">Distinguished guests,&nbsp;<\/p>\n\n\n\n<p class=\"has-small-font-size\"><em>(Hope and Recommendation)<\/em><\/p>\n\n\n\n<ol start=\"23\" class=\"wp-block-list has-small-font-size\">\n<li>It is my hope that the organization of this workshop can assist the industry, especially from the small and medium industry (SME) sector, in improving knowledge and skills in classifying hazardous chemicals through the platform. <em>CIMS<\/em> and <em>CATCH<\/em>.<\/li>\n<\/ol>\n\n\n\n<ol start=\"24\" class=\"wp-block-list has-small-font-size\">\n<li>It is also hoped that all participants will be able to take the opportunity to learn about the requirements for chemical classification and inventory submission as stipulated under the CLASS Regulations 2013.<\/li>\n<\/ol>\n\n\n\n<ol start=\"25\" class=\"wp-block-list has-small-font-size\">\n<li>As you are aware, the Occupational Safety and Health (Amendment) Act 2022 will come into effect on 1 June 2024. In this regard, I would like to inform you that DOSH is also in the process of amending regulations related to chemical management, particularly the CLASS Regulations 2013 and the Occupational Safety and Health (Use and Exposure Standards of Chemicals Hazardous to Health) Regulations 2000 or known as the USECHH Regulations 2000.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"26\" class=\"wp-block-list has-small-font-size\">\n<li>The amendments to these two Regulations are in the final stages of drafting. If there are no obstacles, they are expected to be implemented this year or next year. Therefore, I hope that the industry can take note and be prepared for any changes involving the amendments to these two Regulations.<\/li>\n<\/ol>\n\n\n\n<ol start=\"27\" class=\"wp-block-list <em>World Health Organization Day <\/em>this year is <strong>\u201cThe Impact of Climate Change on Occupational Safety and Health\u201d<\/strong> or <strong><em>&quot;The Impacts of Climate Change on Occupational Safety and Health&quot;<\/em><\/strong><strong> <\/strong>as stipulated by the ILO.<\/li>\n\n\n\n<li>This concept introduced by the ILO is in line with the effects of global climate change which can affect work activities and increase the risk of injury, occupational diseases and death.&nbsp;<\/li>\n\n\n\n<li>The impact of climate change on the employment sector:<\/li>\n<\/ul>\n\n\n\n<ol class=\"wp-block-list has-small-font-size\">\n<li>Risk to workers working outdoors (agriculture, construction and transportation sectors) exposed to heat stress<\/li>\n\n\n\n<li>Workers working indoors are exposed to hot and poorly ventilated environments.<\/li>\n\n\n\n<li>Workers are also at risk of being exposed to mental health problems and depression.<\/li>\n\n\n\n<li>Financial implications due to lost productivity, business disruption and infrastructure damage<\/li>\n<\/ol>\n\n\n\n<ul class=\"wp-block-list has-small-font-size\">\n<li>This theme also supports <strong>concept of workers&#039; rights<\/strong> to work in a safe and healthy work environment in the face of the effects of global climate change <strong>through adaptation and mitigation measures with the implementation of effective OSH policies, legislation and practices.<\/strong><\/li>\n<\/ul>\n\n\n\n<ol start=\"4\" class=\"wp-block-list has-small-font-size\">\n<li><strong>Government and KESUMA policies related to the program:<\/strong>\n<ol class=\"wp-block-list\">\n<li><strong>CIVIL Malaysia NETR is Malaysia&#039;s strategy in facing <strong>The rapidly developing global energy transition trend<\/strong>In addition to exploring new economic development opportunities and boosting domestic and foreign investment, <strong>NETR is also a commitment to guarantee the country&#039;s future and the well-being of the people through fair, inclusive and orderly management of energy transition.<\/strong><\/li>\n<\/ol>\n\n\n\n<ol start=\"4\" class=\"wp-block-list has-small-font-size\">\n<li><strong>New Industrial Master Plan 2030 (NIMP 2030)<\/strong><\/li>\n<\/ol>\n\n\n\n<ol class=\"wp-block-list has-small-font-size\">\n<li>NIMP 2030 takes a transformative and rapid approach to achieving its goals of driving large-scale industrial transformation to advance economic complexity, accelerate digitalization, <strong>driving net-zero carbon emissions (including from climate change impacts)<\/strong>, and ensure economic security and inclusiveness<strong>.<\/strong><\/li>\n\n\n\n<li>This is in line with the importance of environmental, social and governance (ESG) and its role in transforming the economic landscape.<\/li>\n<\/ol>\n\n\n\n<ol start=\"5\" class=\"wp-block-list has-small-font-size\">\n<li><strong>Strategic Thrust 7, Improving Occupational Safety and Health related to Future Jobs <\/strong><strong><em>(Future Jobs)<\/em><\/strong><strong>, National Occupational Safety and Health Master Plan 2021-2025<\/strong><\/li>\n<\/ol>\n\n\n\n<ol class=\"wp-block-list has-small-font-size\">\n<li>Studies on occupational hazards related to occupational safety and health that arise as a result of future jobs have also been carried out, especially <strong>related to solar energy<\/strong> which is also associated with <strong>climate change.<\/strong><\/li>\n<\/ol>\n\n\n\n<ol start=\"6\" class=\"wp-block-list has-small-font-size\">\n<li><strong>National Security Policy 2021-2025<\/strong><\/li>\n<\/ol>\n\n\n\n<ol class=\"wp-block-list has-small-font-size\">\n<li>National Security Core Value 7 \u2013 Sustainable Development (Climate Change Management).<\/li>\n\n\n\n<li>Sustainable development is not only seen from the material and infrastructure aspects. Cultivating a mentality that places environmental sustainability in strategic policy making in various employment sectors needs to be implemented.<\/li>\n<\/ol>\n\n\n\n<ol start=\"7\" class=\"wp-block-list has-small-font-size\">\n<li><strong>National Climate Change Policy (2009)<\/strong><\/li>\n<\/ol>\n\n\n\n<ol class=\"wp-block-list has-small-font-size\">\n<li>Key Action 21, Strategic Thrust 5 - Promote and enhance <em>Energy Efficiency (EE)<\/em> in the industrial sector.<\/li>\n\n\n\n<li>Take control measures into policies, plans, programs and projects in the employment sector.<\/li>\n\n\n\n<li>In efforts to address climate change, both adaptation and mitigation must be implemented in an integrated and balanced manner as contained in the National Climate Change Policy.<\/li>\n\n\n\n<li>Adaptation encompasses various actions to help communities and ecosystems cope with climate change.<\/li>\n\n\n\n<li>Mitigation involves various measures to reduce greenhouse gas emissions, which are one of the causes of global warming.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"8\" class=\"wp-block-list has-small-font-size\">\n<li><strong>In line with efforts to achieve the Sustainable Development Goals <\/strong>(<em>Strategic Development Goals <\/em>\u2013 SDG) which was adopted by the United Nations (UN) in 2015. KESUMA is responsible for target 8 (SDG 8), which is <em>Decent Work and Economic Growth <\/em>which aims to promote inclusive and sustainable economic growth, productivity and secure jobs for all. Target 8.8 in SDG8 specifically <strong>emphasizing labor rights and the promotion of a safe and secure work environment for all workers<\/strong>.<\/li>\n<\/ol>\n\n\n\n<ol start=\"5\" And, we are aware that aspects of occupational safety and health are subject to provisions under the Occupational Safety and Health Act.<\/li>\n<\/ol>\n\n\n\n<ol start=\"7\" class=\"wp-block-list has-small-font-size\">\n<li>Therefore, the Government, through KESUMA and the National Council for Occupational Safety and Health, as well as the Department of Occupational Safety and Health, which is given the responsibility to administer and enforce legislation relating to Occupational Safety and Health (OSH), will continue to be committed to ensuring that workers in Malaysia can improve their quality of life while working through the formation of a safe and healthy work culture.<\/li>\n<\/ol>\n\n\n\n<p class=\"has-small-font-size\">Distinguished guests,<\/p>\n\n\n\n<ol start=\"8\" class=\"wp-block-list has-small-font-size\">\n<li>The celebration of World Day for Safety and Health at Work aims to remember the victims of accidents and occupational diseases at work.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"9\" class=\"wp-block-list has-small-font-size\">\n<li>However, in line with the change in direction and objectives to be achieved in ensuring that worker safety and health can be improved, <em>World Health Organization Day<\/em> is also welcomed for the purpose of promoting a culture of prevention of accidents and occupational diseases in the workplace.<\/li>\n<\/ol>\n\n\n\n<ol start=\"10\" class=\"wp-block-list has-small-font-size\">\n<li>For your information, ladies and gentlemen, the World Day for Safety and Health at Work program is not only celebrated here but is celebrated throughout the premises and workplaces in our country with the support and cooperation of various parties such as the OSH Practitioners Association, NGOs, employers and employees.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"11\" class=\"wp-block-list has-small-font-size\">\n<li>This means that the message on Occupational Safety and Health (OSH) issues can be delivered directly to employers and employees in our country. I congratulate you on this effort.<\/li>\n<\/ol>\n\n\n\n<p class=\"has-small-font-size\">Distinguished guests,<\/p>\n\n\n\n<ol start=\"12\" class=\"wp-block-list has-small-font-size\">\n<li>I also understand the reception <em>World Health Organization Day<\/em> This year, it has successfully brought together a total of 2,500 participants consisting of OSH practitioners.<\/li>\n<\/ol>\n\n\n\n<ol start=\"13\" class=\"wp-block-list has-small-font-size\">\n<li>This is the largest gathering of OSH practitioners from across the country, where the reading of the Integrity Pledge that will be recited by all participants will shortly be recorded as <em>&quot;The Largest Integrity Pledge by OSH Practitioners in Malaysia&quot;<\/em> in <em>Malaysian Book of Records. <\/em>Alhamdulillah and it is appropriate to give well wishes and congratulations as well.&nbsp;&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"14\" class=\"wp-block-list has-small-font-size\">\n<li>In line with the theme <em>World Health Organization Day<\/em> This year, a talk and dialogue session on the Impact of Climate Change on OSH will also be held later to further explore OSH-related issues that arise as a result of the effects of climate change and global warming worldwide.<\/li>\n<\/ol>\n\n\n\n<ol start=\"15\" class=\"wp-block-list has-small-font-size\">\n<li>Climate change is already having serious impacts on human health and the world of work. Congratulations on the commitment shown.<\/li>\n<\/ol>\n\n\n\n<ol start=\"3\" class=\"wp-block-list has-small-font-size\">\n<li>I also hope that by organizing this seminar, I can provide an opportunity for all participants to <strong>improve and update knowledge in aspects of occupational safety and health (OSH)<\/strong> to face current and future challenges that are always dynamic with changes in infrastructure and the latest technology, especially in <strong>Fifth Generation Mobile Industry sector or known as 5G<\/strong>.<\/li>\n<\/ol>\n\n\n\n<p class=\"has-small-font-size\"><strong>Ladies and gentlemen, whom I respect.<\/strong><\/p>\n\n\n\n<ol start=\"4\" class=\"wp-block-list has-small-font-size\">\n<li>The Ministry of Human Resources, through the Department of Occupational Safety and Health, is strongly committed to ensuring that workers in this country can work in a safe, healthy, conducive and productive work environment.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"5\" class=\"wp-block-list has-small-font-size\">\n<li>Various programs have been planned to promote occupational safety and health in this country so that <strong>Safe and Healthy Work Culture<\/strong> can be practiced in all industrial sectors and all workplaces<strong>. <\/strong>Among the high-impact programs currently being implemented are: <strong>Occupational Safety and Health Master Plan 2025 (OSHMP25)<\/strong> which this year is the 4th year of its implementation.<\/li>\n<\/ol>\n\n\n\n<ol start=\"6\" class=\"wp-block-list has-small-font-size\">\n<li><strong>Occupational Safety and Health Master Plan 2025 (OSHMP25)<\/strong> This targets achievements by 2026, namely:<\/li>\n<\/ol>\n\n\n\n<ol class=\"wp-block-list has-small-font-size\">\n<li>The fatal injury rate is <strong>2.93<\/strong> for every 100,000 workers;<\/li>\n\n\n\n<li>Occupational injury rates are <strong>2.13<\/strong> for every 1,000 employees; and<\/li>\n\n\n\n<li>&nbsp;Improvement of 30% reporting of occupational diseases and occupational poisoning<em>.<\/em><\/li>\n<\/ol>\n\n\n\n<p class=\"has-small-font-size\"><strong>Ladies and gentlemen, whom I respect.<\/strong><\/p>\n\n\n\n<ol start=\"7\" class=\"wp-block-list has-small-font-size\">\n<li>For your information, the seminar held today is a continuation of the findings of a study conducted by an external consultant appointed by the Department, namely UTHM, in the Department&#039;s efforts to identify industrial sectors that are capable of expanding more widely in the future in our country or better known as <strong><em>Future Jobs.<\/em><\/strong><\/li>\n<\/ol>\n\n\n\n<ol start=\"8\" class=\"wp-block-list has-small-font-size\">\n<li>From the study, <strong>5G industry sector<\/strong> is one of the sectors that will continue to grow more widely in the future. 5G will also bring changes to society with a smarter and more efficient lifestyle, for example better communication to make work easier.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"9\" class=\"wp-block-list has-small-font-size\">\n<li>This more effective communication allows robotic technology, drones and equipment using 5G technology to be used to replace work that has been carried out using human energy.<\/li>\n<\/ol>\n\n\n\n<ol start=\"10\" class=\"wp-block-list has-small-font-size\">\n<li>Although there are positive impacts from 5G technology, such as creating new job opportunities, new hazards will also emerge and this requires different risk assessments and risk controls.&nbsp;<\/li>\n<\/ol>\n\n\n\n<p class=\"has-small-font-size\"><strong>Ladies and gentlemen, whom I respect.<\/strong><\/p>\n\n\n\n<ol start=\"11\" class=\"wp-block-list has-small-font-size\">\n<li>This seminar is one of the activities carried out under <strong>Strategic Core 7, Program 1, OSHMP25<\/strong> namely <strong>Strengthening Awareness and Sensitivity of OSH Practices for Future Jobs.&nbsp;<\/strong><\/li>\n<\/ol>\n\n\n\n<ol start=\"12\" class=\"wp-block-list has-small-font-size\">\n<li>This is also in line with the action plan <strong>JENDELA (National Digital Network),<\/strong> which is part of <strong>12th Malaysia Plan (2021-2025)<\/strong>&nbsp; which was announced by the former Prime Minister on <strong>August 29, 2020, <\/strong>&nbsp;and also one of the initiatives <strong>&#039;AI (Artificial Intelligence) for the People&#039;<\/strong> which was launched by Dato&#039; Seri Anwar Ibrahim, Prime Minister of Malaysia on<br><strong>January 16, 2024<\/strong> related to <strong>artificial intelligence (Artificial Intelligence) <\/strong>to face new job challenges.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"13\" class=\"wp-block-list has-small-font-size\">\n<li>In addition, the Department is also actively preparing to enforce the Occupational Safety and Health (Amendment) Act 2022 (Act A1648). Through the enforcement of this Amendment Act, it is expected that the country&#039;s OSH landscape will change significantly and become more holistic and <strong>New job challenges can be addressed.&nbsp;<\/strong><\/li>\n<\/ol>\n\n\n\n<ol start=\"14\" class=\"wp-block-list has-small-font-size\">\n<li>The Department is confident that if we make sufficient preparations, the use of technology can actually improve OSH levels and help prevent accidents and illnesses in the workplace in the coming years and <strong>improve the overall Well-being Index of Malaysians<\/strong>.&nbsp;<\/li>\n<\/ol>\n\n\n\n<p class=\"has-small-font-size\"><strong>Ladies and gentlemen, whom I respect.<\/strong><\/p>\n\n\n\n<ol start=\"15\" class=\"wp-block-list has-small-font-size\">\n<li>Before ending my speech, I would like to once again take this opportunity to congratulate the organizing committee for making this 5G seminar a success.
